Permit for the proposed collocation of a small cell personal wireless service facility onto an
existing Verizon/NYSEG utility pole on Ellis Hollow Road,located across from 1022 Ellis
Hollow Road,in the Low Density Residential Zone. The project involves installing one small cell
wireless telecommunications antenna,equipment box,and other associated equipment on the
existing utility pole.This is an Unlisted Action under the State Environmental Quality Review

7. State Environmental Quality Review(SEQR)discussion for the proposed Cornell Game Farm
Road Field Hockey Field project on Game Farm Road,located immediately east of the existing
Cornell soccer fields. The proposal involves constructing new field hockey facilities in two
phases,with phase one including the conversion of the existing grass practice field into a
synthetic turf field along with construction of a new driveway, formalized parking area,
pedestrian amenities, and two support facilities(a 1,700+/-square foot rest room/team room
building,and a 480+/-square foot press box).Phase two involves the construction of a clubhouse
for the field hockey team,with locker rooms,meeting rooms,physical therapy rooms,lounge,
toilets, showers,and indoor synthetic turf training space. Phase two is projected to be constructed
within five years of the athletic field installation. The project also includes new lighting,
landscaping,stormwater facilities, and other site improvements. The project is a Type I Action
under the State Environmental Quality Review Act and is subject to environmental review. The
Planning Board established itself as the Lead Agency in the environmental review of the project

Ms. Cameron opened the meeting at 6:30p.m.
1. Persons to be heard
Ms. Cameron stated that she had received requests from the public on whether there would be an
option to give a presentation or to present images to the Board. Ms. Cameron clarified that the
appropriate place for that would be via submitted written or emailed comments, prior to the
meeting, and in the packet mailout.
Ms. Cameron added that the Cornell Game Farm Road Field Hockey Field project does not have
a public hearing tonight. If there are comments on the SEQR for that project, then"Persons to be
heard" is the time to make those comments. Ms. Cameron asked that people please be efficient
and know that the Board has received all written comments, and the Board has read them, so
there is no need to read them here-they are part of the project's permanent record. She urged
people to summarize and suggested a single person in a group, such as the athletic team in the
audience, to speak for the group.

Georgia, Caroline Ramsey, Michele Darling Johnson, Sarah Sanders,Katie Bradshaw

All spoke in favor of the proposed Cornell Game Farm Road Field Hockey field. Many were
current students in various scientific curriculum,most of whom were also field hockey players;
former student players with post graduate careers in multiple scientific specialties; parents, and
Ithaca College faculty.

The main points they made were that the NCAA requires the artificial turf type of field for
competitions; the proposed artificial field contains no PFAS or crumb rubber; an Environmental
Impact Statement(EIS)is only warranted for significant environmental effects, and the materials
submitted do not support that; opponents of the project seem to target Cornell projects with
disinformation and studies when numerous counter studies are also available; opponents have not
read the materials submitted showing that this is not the same type of artificial field they are
concerned about; and denying the project will irrevocably harm female sports.

All spoke against the Cornell Game Farm Road Field Hockey field project and/or were in favor
of a EIS being required. Most were affiliated with Zero Waste Ithaca or similar organization.
The main points they made were that artificial fields are dangerous to the health of the athletes,
the community at large, and the water and soil of the site and stormwater drainage from PFAS.
They were concerned about yet another artificial field being approved that would encourage
others to be applied for. They submitted materials and links to studies and news articles.
2. Consideration of Preliminary and Final Site Plan Approval for proposed improvements
to the CFCU Community Credit Union, located at 1022 Ellis Hollow Road, in the
Community Commercial Zone. The project involves exterior renovations to the facade of the
bank building,removal, and replacement of the existing drive-through canopy with three

John Snyder and Haley Fardelmann were present for the applicant. There was no presentation.
Ms. Cameron asked about the lighting plan details and what standards apply. Ms. Balestra
responded that the Town Code Chapter 173 —Outdoor Lighting Law applies,not the New
Neighborhood Code, as was referenced in the application materials.
Ms. Cameron asked if there were any minimums or maximums in the Outdoor Lighting law and
Ms. Balestra responded that the previous ways to measure lighting (lumens, footcandles) were
taken out of the law when it was updated last. This was mainly to allow us to keep up with
technology without having to amend the local law each time. Ms. Balestra clarified that the law
needs to be updated again because it does not currently account for LED color temperature.
Ms. Cameron thought some of the LED lighting color temperature levels needed to be reduced,
or a curfew put on the times they are operating. She asked the applicant to expand on the
lighting plan.

Mr. Snyder responded that some of the proposed lighting levels are required to meet the outside
ATM standards; but they will comply with the Town Code lighting regulations elsewhere. There
is no walk-up ATM, all ATMs are in the drive-thru lanes.
Ms. Cameron suggested adding a condition of approval that all proposed lighting meets the
Town's regulations; with a maximum 3000K LED color temperature for all outdoor lighting,
except where higher levels are required under the State's ATM Safety Lighting regulations.
Ms. Cameron said she also felt there were too many parking spaces and thought this proposed
renovation would be an opportunity to reduce impervious surfaces by reducing the parking area.
Discussion followed.
Ms. Brock reported that the Town Code requirement is one spot per 200s.£, with the Planning
Board having the authority to reduce the required number of spaces by 20%, which would equal
removing up to 5 spaces.
The building is just under 5,000s.f. in area, which means 25 parking spaces are required. There
are 42 existing spaces, and the proposal is to reduce that to 40.
The applicants noted that they have a learning and development meeting room that routinely has
more than 15 attendees and there are at least 6 employees at any given time. The rear parking lot
has 12 or 13 spaces and that is the employee parking area, as it is near the rear door for safety
reasons. The applicants also noted that the project does not include any work or renovations in
the front of the building other than adjusting one of the ADA accessible spots to make room for
the drive-thru lane.
The Board suggested adding condition that at least 3 parking spaces be removed and replaced
with landscaping, and that this would need to be acceptable to the Director of Planning or their
designee.
Public Hearing was opened. No one wished to address the Board and the hearing was closed.

1. This action is consideration of Preliminary and Final Site Plan Approval for proposed

2. This is a Type 11 Action, as stated in 6 NYCRR Section 617.5(c)(2) of the regulations of the
New York State Department of Environmental Conservation, promulgated pursuant to the
State Environmental Quality Review Act, because the Action constitutes a"replacement,
rehabilitation, or reconstruction of a structure or facility, in kind, on the same site, including
upgrading buildings to meet building or fire codes," and thus approval of the site plan is not
subject to review under SEQR,
3. The Planning Board, at a public hearing held on March 4, 2025, has reviewed and accepted
as adequate a narrative, a set of plans titled"CFCU East Hill Interior Renovation, 1022 Ellis
Hollow Road, Ithaca,NY,"including Sheet No.'s A10.01, A10.02 (two sheets, one dated
O1/22/2025), C00.01, CO1.01 through C01.04, CO2.01 through CO2.07, CO3.01, CO3.02,
E03.01, and E06.01, prepared by Bisbano+ Associates, Inc., dated 02/03/2025, and other
application materials, and
4. Project plans, and related information, were duly delivered to the Tompkins County Planning
and Sustainability Department per New York State General Municipal Law §§239- 1 et seq.,
and such Department responded in a February 14, 2025, letter from Katherine Borgella,
Tompkins County Commissioner of Planning, pursuant to §§239-1, -m, and -n of the New
York State General Municipal Law, determining that the proposed action will have no
significant county-wide or inter-community impact; now, therefore be it
Resolved:
1. That the Town of Ithaca Planning Board hereby waives certain requirements for Preliminary
and Final Site Plan Approval, as shown on the Preliminary and Final Site Plan Checklists,
having determined from the materials presented that such waiver will result in a significant
alteration of neither the purpose of site plan control nor the policies enunciated or implied by
the Town Board, and
2. That the Town of Ithaca Planning Board hereby grants Preliminary and Final Site Plan
Approval for the proposed improvements to the CFCU Community Credit Union at 1022
Ellis Hollow Road,referenced on plans listed in Whereas 93 above, subject to the following
conditions, to be met prior to the issuance of a building permit:
a. Revision of the lighting plan (Sheet CO2.04) and electrical lighting and photometric site
plans (Sheets E03.01 and E06.01)to indicate a 3000k maximum LED color temperature
for all proposed outdoor lighting, except where higher color temperatures are required thy

Overview and Presentation
Tim Downs, Ithaca College, gave a brief history of the need for the proposed track, saying that
when they renovated the Butterfield football field,they removed the non-competition level track,
and the long-term planning was always to replace the track and upgrade to a competition level
track.
Rob Champlain, Clark Companies went through a presentation of the project.
Highlights:
*Multi event and 400M NCAA compliant track
*Rubberized surface over asphalt(example brought) with a natural grass infield
*Walkway, bleachers (500 seat) and press box
*Two existing trees will be removed to allow ADA access for the walkway and be replaced
elsewhere

environmental significance in accordance with Article 8 of the Environmental Conservation Law
and 6 NYCRR Part 617 New York State Environmental Quality Review for the above referenced
actions as proposed, based on the information in the EAF Part 1 and for the reasons set forth in
the EAF Parts 2 and 3, and, therefore, a Draft Environmental Impact Statement will not be
required.

Ms. Cameron opened the public hearing,there was no one wishing to speak and the hearing was

Determination
The Board discussed a comment from the Tompkins County Planning Department, suggesting
reducing the LED lighting color temperature to 2,700K. The applicants stated that if that
happened, it would not match the rest of the campus. The Board agreed it was best to keep the
lighting uniform throughout.

1. This action is consideration of Preliminary& Final Site Plan Approval and Special
Permit for the proposed Ithaca College Running Track and Throw Fields, located at 953
Danby Road. The project involves the construction of a running track, installation of new
bleachers, two shotput areas, one hammer/discus throw area, a new sidewalk along Grant

2. This is an Unlisted Action for which the Town of Ithaca Planning Board, acting in an

application materials, and
4. Project plans, and related information, were duly delivered to the Tompkins County
Planning and Sustainability Department per New York State General Municipal Law
§239-1 et seq., and such Department responded in a January 31, 2025, letter from
Katherine Borgella, Tompkins County Commissioner of Planning,pursuant to §239-1, -
m, and -n of the New York State General Municipal Law, determining that the proposed
action will have no significant county-wide or inter-community impact; now, therefore be
it
Resolved:
That the Planning Board hereby finds that the Special Permit standards of Article XXIV Section
270-200, Subsections A—H, of the Town of Ithaca Code, have been met, specifically that:
A. The project will be suitable for the property on which it is proposed, considering the
property's size, location, and physical site characteristics.

• The project is located on the Ithaca College campus and will be constructed in
existing, previously disturbed open fields that are currently utilized for intramural
activities.
B. The proposed structure design and site layout are compatible with the surrounding area.
• The proposed running track at Yavits Field and throwing fields, located adjacent to
Emerson Hall, are consistent with the Ithaca College campus area.
C. Operations in connection with the proposed use do not create any more noise, fumes,
vibration, illumination, or other potential nuisances than the operation of any permitted
use in the particular zone.
• The proposed project will produce temporary noise, vibration, and other nuisances
associated with construction. Such nuisances will cease upon completion of the
project. The proposed illumination will comply with the Town Outdoor Lighting Law
(Town Code, Chapter 173).
D. Community infrastructure and services, such as police, fire and other protective services,
roadways, schools, and water and sewer facilities are currently, or will be, of adequate
capacity to accommodate the proposed use.
• The community infrastructure and services are of adequate capacity to accommodate
the proposed use.
E. The proposed use, structure design, and site layout comply with all the provisions of the
Town Code and with the Town of Ithaca Comprehensive Plan.
• If necessary variances are received from the Town of Ithaca Zoning Board of
Appeals, the project complies with the provisions of the Town Code and the Town of
Ithaca Comprehensive Plan.
F. The site layout, with proposed vehicular, bicycle and pedestrian access, traffic
circulation, and parking and loading facilities, is sufficient for the proposed use and is
safely designed for emergency vehicles.
• The project does not modify existing vehicle and bicycle access, traffic circulation, or
loading facilities. This project includes a new sidewalk along the northern portion of
Grant Egbert Boulevard between Textor Circle and Farm Road. The project also
includes a new bus turnaround area in Lot N. No parking spaces will be removed or
relocated. All accessways have been designed with consideration for emergency
vehicles.
G. The project includes sufficient landscaping and/or other forms of buffering to protect
surrounding land uses. Existing vegetation is preserved to the extent possible.

• The project includes the removal of two existing trees along Grant Egbert Boulevard,
which will be replaced. Other existing trees will continue acting as a buffer between
the adjacent residential properties and Ithaca College.
H. To the extent deemed relevant by the reviewing Board, the proposed use or structure
complies with all the criteria applicable to site plan review set forth in this chapter, and
be it
Further Resolved:
l. That the Town of Ithaca Planning Board hereby waives certain requirements for
Preliminary and Final Site Plan Approval, as shown on the Preliminary &Final Site Plan
Checklists, having determined from the materials presented that such waiver will result in
a significant alteration of neither the purpose of site plan control nor the policies
enunciated or implied by the Town Board; and
2. That the Town of Ithaca Planning Board hereby grants Preliminary & Final Site Plan
Approval for the proposed Ithaca College Running Track and Throw Fields, as described
in the materials listed in Whereas 93 above, subject to the following conditions:
a. Before the issuance of any building permits:
(i) Receipt of any necessary variances from the Zoning Board of Appeals;
(ii) Completion, to the satisfaction of the Town Engineer, of the items in the Town of
Ithaca Engineering Memo dated February 12, 2025,
(iii) Completion, to the satisfaction of the Director of Code Enforcement, of the items in
the Town of Ithaca Code Memo dated February 26, 2025;
(iv) Submission of architectural plans and building elevations depicting the proposed
future storage building;
(v) Submission of lighting specifications which should not exceed 3000K CCT; MSA
Mesa LED must include house-side shield to create hard cutoff to the light
distribution pattern and limit glare relative to Danby Road Properties.
3. That, pursuant to Town Code Section §270-219.5 Stream Setback Law, the property
contains an identified stream setback area located in the existing Yavits Field open area
that is regulated by Town Code §270-219.5, which prohibits development and limits soil
disturbing activities within designated stream setbacks. For this project, the identified
stream setback area that is regulated requires a 35-foot setback per stream side, with
"zone 1" being the 20-foot area immediately adjacent to the stream and"zone 2" being
the remaining 15-foot area next to zone 1. The proposal includes the construction of a
running track with a natural grass infield within the identified stream setback areas.
However, there is no existing stream onsite. Based on Cornell University's Digital

Library database of aerial photos, the property has been involved in construction
activities and used as athletic fields in the past(based on 1954, 1964, and 1980 aerials),
so it is presumed that the stream was culverted. This project will have no impact on
streams, as the applicant is required to follow DEC and Town of Ithaca requirements to
mitigate any impacts on waterbodies.

Mr. Lusk gave a brief overview of the history of the project, saying that it was approved by
Verizon and NYSEG in 2021, and construction began in 2022. When the project was nearing
completion, and we needed an electrical inspection to go live,it was determined that the Personal
Wireless Services Facility Law necessitated us getting town Planning Board approval. The
project is in place, completed, facilities are on the utility pole, and we need this approval to turn
it on.
He added that given the recent telecommunications project that went before the Planning Board
and the Zoning Board of Appeals, it is interesting that this is exactly where small cells are
applicable and solve service gaps in dense, commercial/populated areas. He said when he posted
the sign regarding this appearance, he was at Collegetown Bagels in East Hill Plaza, and he
could not get service to check emails etc. without joining CTB's wireless connection. This
project will help with that.
It was noted that this is a co-location project, even though NYSEG replaced the existing pole
with a new,taller pole. That was their decision, not Verizon's.

Public Hearing
Ms. Cameron opened the public hearing.
Andrew Molnar spoke against the project, saying that this was not publicized to their full
network of people against new cell antennas. He was concerned about Verizon's attempt to once
again poison our air and environment with a needless cell antenna. There is no significant gap in
phone voice coverage, and this should be denied under the current Town Code. Verizon is not a
public utility, but a private company who is putting greed over health.
He cited the FCC maps that show 100% coverage of 4G both for stationary and moving

vehicular signal and he suggested the Town should change the law to rely on data submitted by
private companies and compared it to the fox watching the hen house.
There was no one else wishing to speak and the hearing was closed.
Determination
Ms. Cameron took a straw poll of the Board moving forward with approval; and with the project
not resulting in an effective prohibition. The Board decided to approve the project, and deleting
the draft language in the resolution that associated with effective prohibition of service.
Highlighted questions for the board on the draft resolution were discussed and removed.

A. The project will be suitable for the property on which it is proposed, considering the
property's size, location, and physical site characteristics.
• The property upon which the small cell facility will be placed is a utility pole that is
jointly owned by NYSEG and Verizon,located within a county highway right of way.
The collocation of personal wireless service facility equipment onto structures is
preferable to installing new structures. The utility pole is suitable to the proposed
collocation.
B. The proposed structure design and site layout are compatible with the surrounding area.
• The site layout will not change. The proposed personal wireless facility is designed to
collocate onto existing structures and is compatible with all other utility
poles/structures within the right of way.
C. Operations in connection with the proposed use do not create any more noise, fumes,
vibration, illumination, or other potential nuisances than the operation of any permitted
use in the particular zone.
D. Community infrastructure and services, such as police, fire and other protective services,
roadways, schools, and water and sewer facilities are currently, or will be, of adequate
capacity to accommodate the proposed use.
• There are no needed changes to existing infrastructure and services. All infrastructure
to accommodate the existing use is in place and is of adequate capacity.
E. The proposed use, structure design, and site layout will comply with all the provisions of
the Town Code and with the Town of Ithaca Comprehensive Plan.
F. The site layout, with proposed vehicular, bicycle and pedestrian access, traffic
circulation, and parking and loading facilities, is sufficient for the proposed use and is
safely designed for emergency vehicles.
• There is no parking, loading, bicycle or pedestrian access required. The utility pole is
located within a road right of way, but not within or impeding sidewalks or other
pedestrian/bicycle access areas.
G. The project includes sufficient landscaping and/or other forms of buffering to protect
surrounding land uses. Existing vegetation is preserved to the extent possible.
• There will be no loss to existing trees and vegetation. Buffering and additional
landscaping is not recommended and would not be permitted within the road right of
way.

H. To the extent deemed relevant by the Planning Board, the proposed use or structure
complies with all the criteria applicable to site plan review set forth in Chapter 270,
Zoning.
2. That the Planning Board further finds that all the requirements of§270-219.R(1) have
been met, specifically:
(a) The proposed personal wireless service facility complies with all relevant federal
statutory and regulatory requirements, including all applicable Federal Communication
Commission, Federal Aviation Commission,National Environmental Policy Act, and
National Historic Preservation Act requirements.
• Subject to condition 4.a. below, applicant's exhibits show compliance with these
laws, including Exhibit O.
(b) The applicable standards in Chapter 270 (Zoning), Article XXIV(Special Permits and
Special Approvals), § 270-200 (Considerations for approval) are met.
• See 91 above; and
(c) All of the following additional standards are met:
[1] Public utility status. Services provided by the proposed PWSFs are considered public
utility services, and the provider of such services is considered a public utility,in the
State of New York.
• Application materials Exhibit C provide information supporting this finding.
[2] Need. The applicant has proven a compelling need to address any significant gaps in
the applicant's personal wireless services (the ability of wireless telephones to make and
receive voice calls to and from landlines that are connected to the national telephone
network)through the proposed facilities and not through any other solution, and the
facility presents a minimal intrusion on the community.
[a] To determine whether a gap is significant,the Planning Board shall consider,
among other things, dropped call and failure rates,whether a gap is relatively large or
small in geographic size, whether the number of the applicant's customers affected by
the gap is relatively small or large, whether or not the location of the gap is situated
on a lightly or heavily traveled road or in a sparsely or densely occupied area, and
whether the applicant's customers are affected for only a limited period of time. A
significant gap cannot be established simply because the applicant's personal wireless
services operate on a frequency which is not the frequency most desired by the
applicant. An applicant's claim of need for future capacity does not constitute
evidence of a significant gap.
[b] In making the finding of compelling need, the Planning Board shall consider the
evidence of a significant gap, the applicant's consideration of other sites and other
means of addressing the gaps, and the feasibility of addressing the gaps through the
use of other sites or other means.

• The following information shows a compelling need to address significant gaps
in the applicant's personal wireless services through the proposed facilities and not
through any other solution, and it shows the facility presents a minimal intrusion on
the community:
➢ Application materials show that the gap in coverage, including capacity issues,
can be addressed with one small cell facility, collocated onto a utility pole.
Collocation onto existing structures is preferable to construction of new
structures.
➢ Exhibit G provides propagation plots and analysis showing coverage gaps in
the area to be served by the proposed facility,particularly within the mid-band
range, which is expected to be remedied with the proposed small cell facility.
➢ Exhibit S contains drive test results, access failure, and dropped call records
that show a 4.16% dropped call rate within the subject area, including portions
of East Hill Plaza, and points along Ellis Hollow Road/Mitchell Street, Pine
Tree Road, and Summerhill Lane (Summerhill Lane contains the Ellis Hollow
Apartment and Senior Apartment complexes).
[3] Compliance with Chapter 270 (Zoning) and other Town Code requirements. Complies
with all requirements of this § 270-219,with all other requirements of this Chapter 270
(unless expressly superseded by this § 270-219), and all other applicable Ithaca Town
Code requirements.
• See #1 E above.
[4] Co-location on proposed towers. For non-SWFs, when construction of a tower is
proposed, such a tower is designed to accommodate future shared use by at least two
other PWSF providers.
• N/A. The proposal is for a small wireless facility (SWF). Exhibit K outlines
Verizon's collocation policy.
[5] Aesthetic impacts. The proposed PWSF will not inflict a significant adverse aesthetic
impact upon properties that are located adjacent or in close proximity to the proposed
site(s) or upon any other properties situated in a manner that such properties might
reasonably be expected to sustain adverse aesthetic impacts.
• The proposed facility is located outside of any views listed in the Tompkins
County and Town of Ithaca Scenic Resources Inventories. It will be collocated onto
a utility pole, within a highway right of way located across the road from a
commercial area (East Hill Plaza) and adjacent to Cornell University- owned horse
pasturelands. There are no residences located in close proximity to the proposal.
There is no anticipated adverse aesthetic impact expected.
[6] Impacts upon real estate values. The proposed PWSFs will not inflict a significant
adverse impact upon the property values of properties that are located adjacent or in close
proximity to the proposed site(s).
• This finding is based on application materials Exhibit V.
[7] Impact upon the character of the surrounding community. The proposed PWSFs will

not be incompatible with the use and character of properties located adjacent or in close
proximity to the proposed site(s), or with any other properties situated in a manner that
the PWSFs might reasonably be expected to be incompatible with such properties.
• This finding is based on the information and analysis in the Full Environmental
Assessment Form Parts 2 & 3, and per Special Permit Findings in resolved clause 91
above.
[8] Mitigation. The applicant has mitigated the potential adverse impacts of the proposed
PWSFs to the greatest extent reasonably feasible through siting, location, and design.
• The proposal has been specifically collocated onto a utility pole located away from
residences. The small cell antenna and associated equipment are as small as they
can be to be as minimally intrusive as possible.
3. That the Town of Ithaca Planning Board hereby grants Preliminary& Final Site
Plan Approval for the proposed small cell personal wireless service facility located
off Ellis Hollow Road, as described in Whereas #3 above, subject to the following
condition:
a. Completion of the National Environmental Policy Act process with use of a
categorical exclusion, or if an Environmental Assessment is required to be prepared,
issuance by the Federal Communications Commission of a Finding of No Significant
Impact.

5. State Environmental Quality Review (SEQR) discussion for the proposed Cornell Game
Farm Road Field Hockey Field project on Game Farm Road, located immediately east of
the existing Cornell soccer fields. The proposal involves constructing new field hockey
facilities in two phases, with phase one including the conversion of the existing grass practice
field into a synthetic turf field along with construction of a new driveway, formalized parking
area,pedestrian amenities, and two support facilities (a 1,700 +/- square foot rest room/team
room building, and a 480 +/- square foot press box). Phase two involves the construction of a
clubhouse for the field hockey team, with locker rooms, meeting rooms, physical therapy
rooms, lounge,toilets, showers, and indoor synthetic turf training space. Phase two is
projected to be constructed within five years of the athletic field installation. The project also
includes new lighting,landscaping, stormwater facilities, and other site improvements. The
project is a Type I Action under the State Environmental Quality Review Act and is subject
to environmental review. The Planning Board established itself as the Lead Agency in the
environmental review of the project at the January 7, 2025, Planning Board meeting. Cornell

Discussion on SEQR Review
Board members supported moving forward with the project and directed staff to draft a negative
determination of environmental significance for the next meeting. The Board based this upon the
volumes of information related to the project that was received. Members were comfortable that
the proposed field was not going to be the crumb rubber they had heard so much about; that the
proposed field would be safer for the athletes, and that it was required by the NCAA. The Board
also felt that there were no obvious further mitigations they could require, as the applicant has
proposed to go beyond what is currently required by New York State law.
6. Approval of Minutes
Approval of the minutes of October 29 and November 19, 2024, was moved by Ms. Bageant and
seconded by Mr. Arms, unanimous.

The Planning Board will hold a public hearing on Tuesday,March 4, 2025, starting at 6:30 P.M. on
the following matter:
PUBLIC HEARING: Consideration of Preliminary&Final Site Plan Approval and Special Permit
for the proposed Ithaca College Running Track and Throw Fields,located at 953 Danby Road, in the
Medium Density Residential Zone. The project involves the construction of a running track,
installation of new bleachers,two shotput areas,one hammer/discus throw area,a new sidewalk along
Grant Egbert Boulevard,and other site modifications.The project is an Unlisted Action under the State
Environmental Quality Review Act and is subject to environmental review. Ithaca College, Owner;
Steve Dayton,Director for Facilities Planning,Design,and Construction at Ithaca College,Applicant;
Mabel Gutliph,Clark Companies,Agent.
Members of the public are welcome to attend meetings in person at Town Hall or virtually via Zoom
