Town of Ithaca Code section 270-219.5 requires building activities to occur outside of the Stream Setback area, where an electric vehicle charging station and related construction activities/amenities, or a portion thereof, is proposed to be constructed and located in the Stream Setback area. The property is located in the Low-Density Residential District Zone, Tax Parcel No. 33.-2-6.1. The proposed location of the EV charger is within a 50’ stream setback. The location of the proposed EV charger was selected based on the location of existing electrical infrastructure and the parking lot location. The EV charger will utilize an existing electrical breaker and connection on the service pedestal. The amount of earth disturbance that will occur is minimal. All of the disturbance that will occur will be within the asphalt parking lot or immediately adjacent to the parking lot. These areas have been previously disturbed for the installation of the parking lot and building electrical service. If the location of the charger was outside of the stream setback area, more electrical infrastructure would need to be installed. This would increase the cost of the installation. There is no permanent mitigation proposed for this project. The a ddition of the permanent EV charger will be in an area that is already an impervious surface. No additional permanent vegetation within the setback area will be removed. The intent of the charger is to charge municipal vehicles and vehicles of visitors to the facility. We do not intend to publicly advertise this charger for general public use. The installation of the charger will not alter operations or traffic patterns to the facility. Two drawings have been provided. The site survey drawing depicts the approximate location of the stream setback. The construction drawing indicates the proposed location of the EV charger within the existing parking lot.
