Tioga Street Ithaca, NY 14850 Re: Area Variance Request and Supplemental Clarifications – ITM Canopy Signage at 1022 Ellis Hollow Road, Ithaca, NY (Application No. ZBAA-25-21) Dear Members of the Zoning Board of Appeals, On behalf of Beginnings Credit Union, I respectfully submit this letter to clarify and update our variance requests for the property at 1022 Ellis Hollow Road, Ithaca, NY. Our earlier correspondence did not fully reflect the proper number of variances required. Following our meeting with Marty Mosely on September 9, 2025, we understand the variance request to include the following: • Area variance for total signage, inclusive of Phase 1 and Phase 2 ITM canopy structures. • Variance for (12) Twelve additional signage faces beyond the (2) two permitted by zoning. • Variance for (3) three additional freestanding signs installed on ITM canopies, beyond the (1) one freestanding sign permitted by zoning. Area Variance Calculation Our request covers both the immediate Phase 1 installation of ITM canopies on Islands A and B, as well as a future Phase 2 installation of one canopy at Island C. While Phase 2 is not anticipated in the near term, securing approval now will avoid the need for a separate application later and ensure that future work can proceed efficiently. Additional Variances In addition to the area variance for total signage, we understand that zoning regulations currently allow only (1) one freestanding sign with (2) two sign faces per property. Accordingly, we are also requesting: • A variance to allow twelve (12) additional sign faces on the ITM canopy structures. • A variance to allow additional freestanding signs installed on ITM canopies. Page | 3 Justification We believe this request satisfies the criteria for a variance, based on the following considerations: • Public Safety & Compliance: The canopies and signage are essential for safe, efficient drive-up service, providing weather protection, visibility, and clear identification. They also ensure compliance with the New York State ATM Safety Act’s requirements for lighting and signage. Visibility Constraints: Portions of the site—particularly at the rear of the building—are naturally screened from adjacent properties. We have also preserved a mature tree near the exit lane and plaza entrance, further limiting sightlines within the property. Please see attached viewshed study and photographs. • Evolving Technology: ITM technology represents a significant advancement in modern banking. Unlike traditional teller windows or pneumatic tube systems, ITMs are standalone units requiring protective canopies, lighting, and clear signage for safe and effective customer use. • Design: The canopies are modest in scale, thoughtfully designed, and visually consistent with the proposed building architecture and surrounding area. The rebranding from CFCU to Beginnings reflects a multi-year design effort involving local and national partners to create a cohesive, modern, and community-oriented image. • Neighborhood Context & Precedent: Approval of this variance will not adversely impact the character of the area, which is primarily retail and public in nature. Comparable signage exists at a neighboring financial institution located approximately 50 feet from our site, demonstrating consistency with the area’s established standards. Conclusion For these reasons, we respectfully request approval of the variances necessary to allow the installation of the signage on the ITM Canopy structures. These improvements are critical for customer safety, compliance, and the continued success of Beginnings Credit Union in serving the community. Thank you for your time and consideration. SGN-25-21 appears to be a sign permit application for one of the two ITMs located in the Beginnings Credit Union drive-thru. The sign dimensions do not appear to be representative of all sins on the ITM. The areas where there is an image, but not wording, need to be included in dimensional areas of the signs. a. Detail 4/15 appears to have a sign dimension of 168" x 44" = 51.33 sq.ft of sign area. Since detail 4/15 and detail 2/15 are within 12” of each other, this is considered to be one sign. b. Detail 1/15 appears to have a sign size of 68" x36.5" = 17.24 sq.ft sign area. Due to the distance being greater than 12" from the sign located on detail 3/15, this sign is considered a separate sign from detail 3/15. c. Detail 3/15 appears to have a sign size of 81.5"x40.5" = 22.92 sq.ft of sign area. This sign is considered a different sign area from detail 1/15. 2. Town of Ithaca Code section 270-256 F(1)(a) only allows for a free-standing sign to have no more than two faces, where each of the ITM’s are proposing to have four total faces. Since these signs do not comply with section 270-256F(1)(a) an area variance can be sought by applying at the following link: Zoning Board of Appeals Area Variance Application - Town of Ithaca 3. Section 270-256B allows for one free standing sign, where a total of three free standings signs are proposed. (two IM’s and the free-standing sign close to Ellis Hollow Rd.) An area variance would need to be applied for and granted by the Zoning Board of Appeals to have three free-standing signs. 4. Section 270-261A identifies that when a sign consists of two or more flat surfaces and the flat surfaces are separated by more than 12”, the sign area being computed would be calculated on each of the sign areas, where detail 1/15 and detail 3/15 appear to show a sign area that is separated by more than 12”. If you would like the sign areas to be considered one sign, then a variance would need to be applied for and granted from the Zoning Board of Appeals. 5. Section 270-256 identifies sign sizes that are permitted, per this section of Town Law, your sign area size for all wall signs and free standings signs is 246 sq.ft, where you are requesting a sign area of 247 sq.ft.
