HomeMy WebLinkAboutTB Minutes 2005-12-30December 30, 2005 Town Board Meeting 1 Year-End Meeting of the Ithaca Town Board Friday, December 30, 2005 at 10:00 a.m. THOSE PRESENT: Supervisor Valentino, Councilwoman Grigorov; Councilman Burbank, Councilman Engman, Councilman Stein STAFF PRESENT: Tee-Ann Hunter, Town Clerk; Dan Walker, Director of Engineering; Fred Noteboom, Highway Superintendent; Jonathan Kanter, Director of Planning; Judy Drake, Human Resources Manager; Andy Frost, Director of Building and Zoning; Marie Kirchgessner, Recreation and Youth Coordinator EXCUSED: Councilwoman Gittelman, Councilman Lesser, Al Carvill OTHERS PRESENT: John Barney, Attorney for the Town CALL TO ORDER: Supervisor Valentino called the meeting to order at 10:00 a.m. and led the assemblage in the Pledge of Allegiance. Agenda Item No. 4 – Discussion of Local Law Amending Chapter 270 of the Code of the Town of Ithaca to Rezone a Portion of Tax Parcel No. 27.-1-13.12 Located off NYS Route 79 (Conifer Village Senior Living Community) The Board received the following in their board packets: A copy of the proposed local law, Planning Board Resolution No. 2005-125 (Conifer Village –Ithaca Senior Living Community Preliminary Site Pan and Subdivision Approval and Recommendation to Town Board Regarding Rezoning and Site Plan Modification for Linderman Creek Apartments Phase II & III for development of an emergency access), and a copy of the Planning Board’s SEQR Negative Declaration regarding the project. Councilman Engman expressed concern regarding the three-story height of the proposed structure and the Board agreed to plan a site visit prior to their January 9, 2006 meeting. Agenda Item No. 5 – Consider Setting a Public Hearing regarding a Local Law Amending Chapter 270 of the Code of the Town of Ithaca to Rezone a Portion of Tax Parcel No. 27.-1-13.12 Located off NYS Route 79 (Conifer Village Senior Living Community) TB RESOLUTION NO. 2005-190: Resolution Setting a Public Hearing to Consider a Local Law Amending Chapter 270 of The Code of The Town of Ithaca to Rezone a Portion of Tax Parcel No. 27.-01-13.12 Located Off of N.Y.S. Route 79 From Medium Density Residential to Multiple Residence (Conifer Village Ithaca Senior Living Community) RESOLVED, that the Town Board of the Town of Ithaca hold a public hearing at the Town Hall, 215 North Tioga Street, Ithaca, New York, on the 9th day of January, 2006, at 7:15 p.m. for the purpose of considering a proposed local law amending Chapter 270 of the Code of the Town of Ithaca to rezone a portion of tax parcel no. 27.-01-13.12 located off of N.Y.S. Route 79 from Medium Density Residential to Multiple Residence (Conifer Village December 30, 2005 Town Board Meeting 2 Ithaca Senior Living Community) which amendment would allow the construction of up to 72 apartments and would impose income and other limitations on the occupancy of the apartments for fifteen years, one of which limitations would be a requirement that at least one of the occupants of each unit be 55 years of age or older or disabled; and it is further RESOLVED, that at such time and place all persons interested in the proposed amendment may be heard concerning the same; and it is further RESOLVED, that the Town Clerk of the Town of Ithaca is hereby authorized and directed to publish a notice of such public hearing in the Ithaca Journal published in the City of Ithaca, Ithaca, New York, and to post a copy of same on the signboard of the Town of Ithaca, said publication and posting to occur not less than ten days before the day designated above for the public hearing. Agenda Item No. 8 – Consider Resolution of Appreciation for Justice Burin TB RESOLUTION NO. 2005-191 : Recognition of William Burin’s Service to the Community WHEREAS, William Burin, Town Justice for the Town of Lansing, was appointed Interim Town Justice by the Town Board on October 23, 2003 to temporarily fill Justice Larkin’s position effective October 28, 2003; and WHEREAS, William Burin served the Town of Ithaca most admirably until the end of Justice Larkin’s term of office on December 31, 2005; and WHEREAS, William Burin, with his honesty, high ethical standards and dedication to the community, fairly and equitably carried out the duties of Interim Town Justice; and WHEREAS, the Town of Ithaca has greatly benefited from Mr. Burin’s considerable experience and dedicated service over the past two years as Interim Town Justice; NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Ithaca, on behalf of the Town and its citizens, expresses its sincere appreciation and gratitude to William Burin for his distinguished, dedicated and productive service to our community. Agenda item No. 6 – Consider Resolution of Apprication for Carolyn Grigorov TB RESOLUTION NO. 2005-192: Recognition of Carolyn Grigorov’s Years of Service to the Community WHEREAS, Carolyn Grigorov began her service to the Town of Ithaca on January 1, 1978 with her appointment to the Planning Board and served with distinction through December 31, 1993, dedicating many years as the Chair of the Planning Board; and WHEREAS, Carolyn was elected to the Town Board effective January 1, 1994 and served the Town of Ithaca most admirably for three consecutive terms thereafter; and WHEREAS, Carolyn served as Deputy Town Supervisor for several years throughout her terms of office, providing invaluable support to the Town Supervisor in the daily functions of the Town as well as offering guidance and direction to Town staff; and WHEREAS, Carolyn, in her role as Councilperson, has represented the Town of Ithaca with distinction on the Cayuga Lake Watershed Intermunicipal Organization and the Tompkins County Local Waterfront Revitalization Program Planning Committee; and WHEREAS, Carolyn, in her role as Councilperson, served effectively on numerous committees including the Codes and Ordinance Committee and the Capital Projects and Fiscal Planning Committee, and devoted her time to the renovation of Town Hall; and WHEREAS, among her many contributions, Carolyn notably provided her valuable time and leadership as chair of the Codes and Ordinance Committee as they accomplished the arduous task of revising the Town’s Zoning Ordinance; and WHEREAS, the Town of Ithaca has greatly benefited from Carolyn’s thoughtful consideration, her intelligence, her diligence, and her desire to serve our community in order to make it a better place to live; and WHEREAS, the Town of Ithaca is thankful for Carolyn’s invaluable contributions and her 26 years of exemplary service; NOW, THEREFORE BE IT RESOLVED, that the Town Board of the Town of Ithaca, on behalf of the Town and its citizens, expresses its sincere appreciation and gratitude to Carolyn Grigorov for her distinguished, dedicated, and productive service to our community. Agenda Item No. 7 – Consider Resolution of Appreciation for William Lesser TB RESOLUTION NO. 2005-193: Recognition of William Lesser’s Years of Service to the Community WHEREAS, William Lesser began his service to the Town of Ithaca with his appointment to and continuing service on the Planning Board from January 1, 1987 through July 1, 1993; and WHEREAS, Bill was appointed to the Town Board on July 1, 1999 to serve out the remaining term of a vacated position, and was then elected to the Ithaca Town Board where he served most admirably for over 5 years; and WHEREAS, Bill, in his role as Councilman, has contributed his valuable time and energy to the Transportation Committee, Agricultural Land Preservation Advisory Committee, and the Personnel Committee; and WHEREAS, among his many contributions, Bill has notably provided his leadership as chair of the Transportation Committee with such accomplishments as a Transportation Survey and the initiation of a Transportation Plan; and WHEREAS, the Town of Ithaca has greatly benefited from Bill’s thoughtful consideration, intelligence, time, energy and his desire to serve our community in order to make it a better place to live; and WHEREAS, the Town of Ithaca is thankful for Bill’s invaluable contributions and his 12 years of exemplary service; NOW, THEREFORE BE IT RESOLVED, that the Town Board of the Town of Ithaca, on behalf of the Town and its citizens, expresses its sincere appreciation and gratitude to William Lesser for his distinguished, dedicated and productive service to our community. Agenda item No. 9 – Swearing in of Town Officials Ms. Hunter swore in Board members Jeff Cowie, Patricia Leary, Will Burbank, and Town Justice Jim Salk. December 30, 2005 Town Board Meeting 5 Agenda item No. 10 – Discussion of Committee Appointments Supervisor Valentino reviewed with the Board a list of current committee appointments and the vacancies left by departing members Grigorov and Lesser. She asked that Board members let her know what committees they were interested in serving on. Appointments will be made at the Organizational Meeting in January.
