Carbon monoxide detection shall be provided in accordance with the provisions of this Section 915.3 in every commercial building that: (i) contains any carbon monoxide source (including, but not limited to, any garage or any other motor- vehicle-related occupancy); (ii) is attached to a garage; and/or (iii) is attached to any other motor-vehicle-related occupancy. These requirements shall apply without regard to whether such commercial building is an existing commercial building or a new commercial building and without regard to whether such commercial building shall or shall not have been offered for sale. (2) Exceptions. i. Carbon monoxide detection shall not be required under this Section 915.3 in a commercial building that is: (A) classified, in its entirety, in Storage Group S or Utility and Miscellaneous Group U under Chapter 3 of the 2015 IBC; and (B) occupied only occasionally and only for building or equipment maintenance. ii. Carbon monoxide detection shall not be required under this Section 915.3 in a commercial building that is a “canopy” (as that term is defined in the 2015 IFC). iii. Carbon monoxide detection shall not be required under this Section 915.3 in a commercial building during any period when each of the following conditions is satisfied: (A) no part of such commercial building is occupied; (B) each carbon monoxide source in such commercial building is removed or disabled in a manner that makes it incapable of producing carbon monoxide; (C) each exterior opening in such commercial building is boarded, locked, blocked or otherwise protected to prevent entry by unauthorized individuals; (D) no garage or other motor-vehicle-related occupancy in such commercial building or attached to such commercial building is in use; and (E) each garage or other motor-vehicle-related occupancy in such commercial building or attached to such commercial building is boarded, locked, blocked or otherwise protected to prevent entry by motor vehicles or by unauthorized individuals. The required fire-resistance rating of fire-resistance-rated construction, including, but not limited to, walls, firestops, shaft enclosures, partitions, smoke barriers, floors, fire-resistive coatings and sprayed fire-resistant materials applied to structural members and fire-resistant joint systems, shall be maintained. Such elements shall be visually inspected by the owner annually and properly repaired, restored or replaced where damaged, altered, breached or penetrated. Portable fire extinguishers shall be selected, installed and maintained in accordance with this section and NFPA 10. Exceptions: 1. The distance of travel to reach an extinguisher shall not apply to the spectator seating portions of Group A-5 occupancies. 2. Thirty day inspections shall not be required and maintenance shall be allowed to be once every 3 years for dry-chemical or halogenated agent portable fire extinguishers that are supervised by a listed and approved electronic monitoring device, provided that all of the following conditions are met: 2.1. Electronic monitoring shall confirm that extinguishers are properly positioned, properly charged and unobstructed. 2.2. Loss of power or circuit continuity to the electronic monitoring device shall initiate a trouble signal. 2.3. The extinguishers shall be installed inside of a building or cabinet in a noncorrosive environment. 2.4. Electronic monitoring devices and supervisory circuits shall be tested every 3 years when extinguisher maintenance is performed. 2.5. A written log of required hydrostatic test dates for extinguishers shall be maintained by the owner to verify that hydrostatic tests are conducted at the frequency required by NFPA 10. 3. In Group I-3, portable fire extinguishers shall be permitted to be located at staff locations. Comment: The Sprinkler system needs to be inspected, tested and maintained to the standards of NFPA 25 Reference Number: IFC (2015) 903.3.3 Obstructed locations. Automatic sprinklers shall be installed with due regard to obstructions that will delay activation or obstruct the water distribution pattern. Automatic sprinklers shall be installed in or under covered kiosks, displays, booths, concession stands or equipment that exceeds 4 feet (1219 mm) in width. Not less than a 3- foot (914 mm) clearance shall be maintained between automatic sprinklers and the top of piles of combustible fibers. Exception: Kitchen equipment under exhaust hoods protected with a fire-extinguishing system in accordance with Section 904. 08/17/2018 Comment: Remove all objects that are resting on the sprinkler pipe in basement and all materials that are above the sprinkler system. Multiple sprinkler heads are obstructed in the basement. Corrected On: Reference Number: IFC (2015) 901.6 Inspection, testing and maintenance. Fire detection, alarm, and extinguishing systems, mechanical smoke exhaust systems, and smoke and heat vents shall be maintained in an operative condition at all times, and shall be replaced or repaired where defective. Non-required fire protection systems and equipment shall be inspected, tested and maintained or removed. Comment: Your sprinkler system must be maintained/tested per NFPA 25, the standard for water based fire protection systems. I have the following questions:When was the last internal inspection of the piping done?How was it determined that the "antifreeze loop" was "adequate"?Testing of the antifreeze system must be in accordance with section 5.3.4 of NFPA 25 What type of antifreeze is in your system and at what concentration? When was the antifreeze system installed? Depending on whether it went in prior to Sept 30 2012 or after that date, different procedures apply. We also found several deficiencies which indicate that a closer look at the sprinkler heads is warranted. There were what appeared to be possibly corroded heads. Other heads were obstructed by ductwork and storage. There is no sprinkler head in the walk in cooler. One sprinkler head was within 4" of a wall, which is not allowed. Was the wall put in after the sprinkler system? These are deficiencies that should have been noted on the report you received. It does not appear that a careful examination of the sprinkler heads was conducted. Reference Number: IFC (2015) 305.1 Clearance from ignition sources. Clearance between ignition sources, such as luminaires, heaters, flame-producing devices and combustible materials, shall be maintained in an approved manner. 08/17/2018 Comment: Remove propane heaters from the deck. There is not enough clearance from the top of the tent and the floor is combustible. Corrected On: Reference Number: IFC (2015) 912.4 Access. Immediate access to fire department connections shall be maintained at all times and without obstruction by fences, bushes, trees, walls or any other fixed or moveable object. Access to fire department connections shall be approved by the fire chief.
