TERTIARY PHOSPHORUS REMOVAL UPGRADE Scheduling The physical connection of the existing plant to the new tertiary process is planned for early morning on October 16th. The existing plant will be shut down for several hours to allow the general contractor to remove a section of the 48” outfall pipe. Also, several key process tie-ins will occur as well as the main electrical service interconnections. Staff have contacted the DEC for their approval. The DEC has arranged for a brief tour of the facility before giving their blessing. All of the major processes, pumps, valves, piping, and plumbing are now in place. At this time, construction efforts are mainly geared toward smaller project work such as architectural items, windows, doors, painting, etc. The electrical contractor still has the bulk of their work remaining and has promised to increase staff to insure that they will finish on time. Potential Change Order The potential change order reported last month due to a redesign of the overhead door system to the Sand and Polymer Storage Room will be less costly than originally anticipated. The estimate reported at around $10K will more than likely be in the range of $5K This will insure the modification of the door header and the retrofit of the door mechanism. Staff will continue to update the SJC on this all important issue. ENGINEERING AND OPERATIONS COLLABORATIVE EFFORTS Evaluations on the sanitary sewer flow monitoring stations are complete and recommendations and assessments are being finalized. The project is now ready to move into the bid stage. CHEMICAL BULK STORAGE The new 1500 gallon day tank that will be used for ferric chloride storage in the new tertiary phosphorus system is undergoing the normal registration process with the State Department of Environmental Conservation (NYSDEC). An updated Spill Prevention Plan (a required document by NYSDEC) was provided in draft by staff to Jeff Soule for review. Once finalized, segments of this report will be provided to the NYSDEC as required to complete the tank registration. In addition, it is now time for a full 5 year inspection of one of the plant’s large bulk storage tanks. Because of its size, 10,000 gallons, the tank requires a wall thickness evaluation as well as a general review of fittings and appurtenances by a certified tank inspection engineer. The inspection will require an internal review under a full confined space entry operation. Staff has contacted a local inspection firm to provide a cost proposal for this service. SODIUM HYPOCHLORITE ALARMS Staff is awaiting final pricing from Koester Associates on their offerings in the residual analyzer selection process. Once received, Jeff Soule and staff will convene to decide on the best course of action. ACTION ITEMS: No engineering items at this time Respectfully submitted by, Scott Gibson, Environmental Engineer OPERATORS REPORT SJC MEETING October 12 2005 1) Waiting on the HWL from BBL 2) The new hours for receiving truck waste went into effect October 1st. 3) Met with Susan Brock and Khandikile Sokoni regarding the contracts for generators of truck waste. One of their questions is did the BPW approve the SJC decision to have me sign the contracts. Another item was fees not only for truck waste but surcharges for conventional pollutants. 4) The VFD on #4 Influent pump is has been replaced and the pump is back in service. 5) #5 Influent pump has developed a noise that we believe to be coming from the wear rings. We are trying to schedule a crane to come in and remove the pump. The pump is out of service. 6) The bearings on the shafts have been replaced in # 3 final settling tank. 7) NYSERDA Enhanced Anaerobic Digestion. We have a meeting scheduled for October 19 to discuss the project. 8) We met with two more vendors about Cl2 residual meters. 9) Industrial sampling at Emerson. 10) Met with Cornell about the Hydrolysate wastewater. They are planning on start- up in the first quarter of 2007. One potential problem with trucking the waste here could be the odors. 11) Plans to cut the outfall pipe to tie in the new phousphours system are set for October 16th. 12) Dave McGeever has returned to work. Terry is still under going chemo treatments.
