Even in cases where the alternatives are known, the decision maker must be able to defend and explain, perhaps to a manager, the process that led him to the conclusive alternative. With limited finances and plenty of work to be done, it is important to have a structured and strategic approach to any decision making process. I used the Cornell Asset Management Program – Roads & Streets (CAMP – RS), developed by the Cornell Local Roads Program (CLRP), to support the Town of Ithaca with their pavement management and maintenance. With approximately 51 miles (102 lane-miles) of town roads, the use of a pavement management system (PMS) such as CAMP-RS will likely be beneficial. This report will provide definitions of relevant terms, followed by the road evaluation process. Subsequently, the pavement maintenance philosophy adopted by CLRP will be discussed along with a holistic analysis of pavement management and CAMP – RS. 2 Terminology Below, I define briefly some common asphalt failure modes and describe how and why they occur along with some supplemental examples. 2.1 Asphalt Failure Modes Longitudinal/Transverse Cracking is a pavement failure mode in which cracking occurs along/perpendicular to the centerline of the roadway. These forms of cracking result mainly from frost heaving. Further deterioration occurs when multiple parallel cracks form from the initial crack. At this point, crack sealing may not be sufficient and a section patching may be required to remediate the situation. Longitudinal and transverse cracking can often be prevented by using non-frost susceptible soils (e.g. coarse grained soils) in the subgrade. Alligator Cracking, also known as fatigue cracking, occurs due to repeated traffic loadings. Alligator cracking may result from poor quality subgrade material, improperly implemented pavement, or from frequent construction activity. It is important to initially design the pavement and subgrade strength to withstand the amount of traffic the road receives; otherwise, the pavement will prematurely fail. For instance, the subgrade of Winners Circle was comprised of shale; shale is a brittle rock and is thus not suitable as a subgrade aggregate. The use of shale caused parts of the 4 subgrade to settle; when the subgrade experiences local settlement, the asphalt pavement above will not be able to withstand repeated traffic loadings, leading to alligator cracking. Just as importantly, proper implementation of the pavement during construction is crucial to the structural integrity of the road. Many premature road failures occur due to improper implementation. Some examples of this include insufficient compaction of subgrade, improper mixing of asphalt emulsion, failing to lower a high ground water table, etc. Finally, construction activity can induce alligator cracking due to heavy operating machinery such as dump trucks, cranes, and the like. Edge Cracking, as the name suggests, occurs along the edge of the pavement and is caused by a lack of shoulder support. This happens mostly as a result of poor drainage, which allows water to seep under the pavement, softening the subgrade. Patching/Potholes—Potholes are a pavement defect in which continual dislodgement of surface material propagates downward, forming a hole on the road. Poor drainage is, again, the main cause of pothole formations. In areas of extensive potholes, patching may be required. “A patch is defined as a portion of the pavement that has been removed and replaced” (Orr, p.24). It is important to note that the normal throw-and-roll patching is not a complete repair solution; it does not address the pothole issue, but rather just covers it up. Another point of concern for patching is the implementation. Improper implementation of a patch may lead to more failure surrounding the patch. “Rutting is the displacement of pavement material that creates channels in the wheel path”, and is caused by inadequate compaction of the surface pavement, the subgrade, or both (Orr, p. 22). A narrow rut is indicative of a surface failure, while a wide-set rut is indicative of subgrade failure. Drainage problems can also affect rutting; when water seeps into the subgrade, it lubricates and pushes the compacted soil, making it more susceptible to rutting as traffic loads persist. Bleeding/Raveling – though bleeding and raveling are different modes of failure, they are similar in that they are both surface defects. Bleeding describes the excess asphalt that “bleeds” to the surface. The source of this defect can stem from many factors, such as excessive asphalt in the mix, using asphalt that is too runny (low viscosity), improperly applied seal coat, etc. Bleeding is an issue because it lowers the friction of the road, leading to less traction especially when wet. Raveling, the 5 loss of surface aggregates from the pavement, can lead to bleeding of the pavement. The most common repair for bleeding and raveling is a wearing course (e.g. chip seal) or an overlay. Roughness can be described as any irregularities on the pavement that affect the serviceability and comfort of the ride. This can result from the presence of many potholes, multiple sags and humps, etc. Severe roughness on the road can present safety hazards for vehicles traveling at the posted speed limit. Drainage, though not a direct pavement failure, is the most prominent issue when it comes to premature road failure. Water ponding on the roadside can seep into the subgrade and can drastically weaken the road’s structural integrity. Since the subgrade supports 90% of traffic loads, one should pay special attention to drainage issues. Having and maintaining a good drainage system can prevent almost all forms of pavement failures and thus can immensely save on repair costs. 2.2 Examples The following images visually supplement the understanding of various asphalt failure modes. The figure on the left shows both longitudinal and transverse cracks emanating from a severe pothole. When sizable chunks of asphalt pavement become loose, a pothole formation is almost inevitable. 6 This image depicts a high severity rutting, about 1.5” to 2”. Rutting will cause the water to travel along the road rather than drain to the shoulders into a drainage ditch. This image depicts a road with high severity and high extent alligator cracking and edge cracking. At this point, a total reconstruction will be necessary due to the extent of the failure. This picture depicts many modes of failure, which is not uncommon. One can clearly see a drainage issue on the road as well as on the shoulders. The road also shows some fatigue cracks. This combination is especially detrimental to the road because the water on the road will seep through the cracks and weaken the sub-base below. One can also observe some loose aggregates on the edge, which is indicative of raveling. Finally, the transverse rut (with water ponding) affects the comfort of the ride; i.e. roughness is high. 7 3 Process Preceding the start of my actual work, CLRP provided three days of extensive training. During this time, I learned to identify and address various asphalt failures, as well as learning how to use the pavement management system, CAMP—RS. Upon completion of my training, I began the process of evaluating the town roads. Most roads were divided into approximately 0.2 mile segments. Though the partitions can be adjusted to be on the order of the length of the entire road, 0.2 mile segments seemed to better fit the specific needs of the Town of Ithaca. Each segment was assigned a unique Road Identification Number (RIN) and basic data were recorded as shown in the figure below, forming an inventory of all segments of all local roads. After the inventory process, I surveyed the roads for the asphalt failure modes as described in the previous section. The convention I used was “extent-severity”; for example, if a road was given an “M-H” for rutting, it would mean the road exhibited medium extent, high severity rutting. The extent and severity ratings follow a general convention, but were mainly ascertained in relation to the other town roads. Once I had the inventory and surveys for the road, I recorded the data into CAMP—RS, a decision tree based pavement management program. The program would then use the data to determine the appropriate repair category listed here: Asphalt Overlay, Crack Repairs, Defer Maintenance, Drainage Work, Overlay, Patching, Reconstruct, Rehab, Spot Repair, and Surface Treatment. Along with categorizing the repair options, a priority value and pavement condition index (PCI) is generated. These attributes determine the order of maintenance, and will be discussed in the proceeding section. Note: Importance was rated a 1, 3, or 5 with 1 being least important and 5 being most important (i.e. a major cut-through, large collector road, hospital road, etc.). Traffic was rated (1-4) based on the available road classification determined by the Town of Ithaca municipality. 1- Local/Rural; 2 – Local/Urban; 3- Major Collector/Urban; 4- Minor Arterial/Urban. 8 4 Maintenance Philosophy In regards to asphalt roads, the National Asphalt Pavement Association says “The only maintenance needed is infrequent (every 20-25 years) replacement of the surface…”; however, the CLRP maintains that this is the line of thinking municipalities should avoid (NAPA). Many municipalities spend a significant amount of money into constructing new roads, but allow them to deteriorate to the point of extensive repair or total reconstruction (e.g. Roat St, Alison Dr). Though it may seem intuitive to save maintenance costs by repairing roads all at once, it has been shown to be highly uneconomical. Deferring maintenance causes the road to deteriorate at a faster rate. For example, if a longitudinal crack is not repaired promptly, it can propagate longer on the road and deeper into the subgrade. If it were to rain, water would seep into the crack and deteriorate the subgrade, which costs many times more to repair than it would have cost to initially complete a simple crack seal. The figures below depict pavement deterioration with respect to time and their related costs. 9 As one can see, it is much cheaper to maintain the roads while they are in relatively good condition rather than to wait until the rehabilitation stage, which can be four to five times as costly. For this reason, CLRP promotes their maintenance philosophy of “… keep[ing] the good streets in good shape, and delay[ing] rehabilitation of the streets in bad shape until funds are available” (CLRP, pg 3). 5 Other Considerations 5.1 CAMP-RS Limitations Though CAMP-RS provides a simple framework for a municipality to manage their road maintenance, it does have some limitations. In the field of decision analysis, CAMP-RS, a decision tree based program, would be considered an “a priori evaluation” method. “A priori” decision making, as opposed to “a posteriori” decision making, means that preferences are elicited and ranked before the feasible alternatives are known. In our case, this would translate to the maintenance philosophy (i.e. the preference) of keeping the good roads in good shape while deferring maintenance for bad roads until more money is available. An evaluation-type problem, as opposed to a design-type problem, assumes the highest level of knowledge possible; it assumes decisions are mutually exclusive and that all alternatives and their associated parameters are provided. In essence, CAMP-RS inherently assumes all relevant criteria and feasible alternatives are included, which does not quite reflect reality. This means that CAMP-RS should be used when one has lots of information and a strong sense of the alternatives, which is generally the case for most municipalities. In terms of pavement management, this would mean there can only be one repair option, and all repair options are known. But what if a road needs both patching and crack filling? CAMP-RS does not account for this scenario. What if the Town of Ithaca wants to try a new method of repair that isn’t recognized by CAMP-RS? Without an expert developer who knows the program beyond the user level, it would be risky to attempt changing the in situ parameters. Another important consideration when using CAMP-RS is that it only considers pavement. As anyone working in a municipality knows, pavement condition is not the only factor in road repairs; utility and other (political) factors should also be considered in pavement maintenance. For instance, if it is known that a pipeline installed under a road is to be replaced in the following year, it would not be prudent to perform a total reconstruction of that road in the year before, only to tear it up again the next year. A judicious municipality would most likely consider this factor and defer maintenance until the new pipeline is installed. 10 6 Conclusions As discussed, CAMP-RS provides a systematic approach to pavement management which offers many benefits, but is not without its limitations. For this reason, I would recommend that the Town of Ithaca use the CAMP-RS solutions to supplement their decisions and maintenance methods, not replace them. I would also advise, if possible, that the Town of Ithaca municipality invest in a more sophisticated PMS to obtain better solutions.
