HomeMy WebLinkAboutCornell University Speed Study 2023 April 24, 2023 Mr. Reed Huegerich, AICP Assistant Director Cornell University Transportation and Delivery Services Ithaca, NY 14853 Re: Cornell University Traffic Engineering Services, Ithaca, NY Speed Study and Speed Management Considerations Dear Mr. Huegerich: This technical letter describes the methodology, analysis results, and considerations for Cornell University relative to the posted speeds and speed management along the study roadways of Feeney Way (East Avenue), Tower Road, and Campus Road. This study specifically addresses the following topics. All supporting materials are included in the attachments. • Description of physical characteristics of the study roadways. • Existing speed conditions of the study roadways over a 24-hour period using radar detection. • Consideration of an areawide 25 mph posted speed limit. • Considerations for speed management strategies to achieve the target speed for the area. SETTING SPEED LIMITS IN NEW YORK On October 19, 2022, the New York State Department of Transportation (NYSDOT) Office of Traffic Safety & Mobility issued a memorandum (Memo) on Speed Limits in New York State. It noted the NYS law change occurring on August 12, 2022, stating that the minimum allowable area speed limit changed from 30 mph to 25 mph. The minimum allowable linear speed limit remains 25 mph. The changes in the new law did not change who has the authority to set speed limits. NYSDOT remains the authority for setting speed limits on all state highways. Cities and villages continue to set speed limits on roads within their jurisdiction, aside from state roads. Town and county roadway speed limits are set by NYSDOT. Lastly, towns with populations greater than 50,000 people, and suburban towns, may set speed limits on all roads open to public traffic in the town outside villages, except for state highways. Setting speed limits in NYS comes from the FHWA’s Manual on Uniform Traffic Control Devices (MUTCD), the NYS Supplement (Supplement), and NYSDOT Traffic Safety & Mobility Instruction (TSMI) 17-05. Appropriate linear speeds limits should be determined using one of three methods: • Within 5 mph of the of the 85th percentile speed of free-flowing traffic. • Conducting a floating vehicle check during free-flow conditions. • Using USLIMITS2, a FHWA web-based speed limit tool. Per the 2022 Memo, area regulations “may be used where an area speed limit would be reasonable and warranted in terms of the physical characteristics and development of the area involved.” Re: Cornell University Traffic Engineering Services April 24, 2023 Speed Study and Speed Management Considerations Ithaca, NY Page 2 of 8 TRANSPORTATION SETTING The following information outlined in Table 1 provides a description of the study roads. The Average Daily Traffic (ADT) volumes, in vehicles per day (vpd), reflect the traffic and speed data collected between Wednesday, March 22 and Thursday, March 23, 2023. The functional classification is determined by NYSDOT and the Federal Highway Administration (FHWA). Urban Local Street (Class 19) The local street system includes all facilities not in one of the higher systems (e.g., arterial, collector, etc.). It primarily permits direct access to abutting lands and connections to the higher order systems and is not intended for use in long distance travel. As public roads, they should be accessible for public use throughout the year. Generally, the streets carry little to no through-traffic flows. Figure 1 illustrates the study locations. Table 2 describes the general characteristics of each study roadway. Feeney Way was collected 525 feet north of Tower Road, Tower Road was collected 625 feet west of Wing Drive, and Campus Road was collected 900 feet west of Wing Drive. Volumes and speeds were collected for each direction of traffic at the study locations. The data was analyzed to determine the average, 15th percentile, and 85th percentile speeds. The 85th percentile speed means that 85% of all traffic is traveling at or below the measured speed, while 15% are traveling above that speed. The 85th percentile speeds are commonly used by governing transportation agencies, such as NYSDOT, for evaluation, design, and speed setting purposes. For example, the MUTCD recommends that agencies set speed limits within 5 mph of the 85th percentile speed of free-flowing traffic. These roadways could be considered major streets and are appropriate for area speed setting. Tables 3 through 5 show the results of the speed data in each direction for Feeney Way, Tower Road, and Campus Road, respectively. As noted, the current campus area speed limit is posted at 30 mph. Feeney Way and Campus Road have 85th percentile speeds of within 3 mph of 25 mph. Tower Road has an 85th percentile speed within 2 mph of 30 mph. Re: Cornell University Traffic Engineering Services April 24, 2023 Speed Study and Speed Management Considerations Ithaca, NY Page 6 of 8 CONSIDERATION OF AREA 25 MPH POSTED SPEED LIMIT Reasons for lowering the area speed limit from 30 mph to 25 mph include: • From the National Highway Traffic Safety Administration (NHTSA), “Evidence shows, though, that actual speeds are reduced by only a fraction of the reduction in speed limits – typically 1-2 mph speed reduction for every 5-mph speed limit reduction. However, even 1-2 mph reductions in average speed are estimated to yield substantial fatal and injury crash reductions overall, with higher percentage reductions on streets with lower initial speeds (AASHTO, 2010, Table 3E-2; and see the Speeding and Speed Management chapter).” • From the NHTSA, “Speed limit reductions can be most effective when introduced to a limited area as part of a visible area-wide change, for example, identifying a downtown area as a special pedestrian- friendly zone through signs, new landscaping or “streetscaping,” lighting, etc. If done cleverly, this can be accomplished with relatively modest engineering changes and expense.” • For the types of roadways located within Cornell University, the FHWA recommends speed limits of no greater than 25 mph. • Reducing vehicle speeds reduces the likelihood of injuries and fatalities of pedestrians and bicyclists from vehicle collisions. The following graphic shows the chance of pedestrian injury and fatality from varying vehicle speeds. Re: Cornell University Traffic Engineering Services April 24, 2023 Speed Study and Speed Management Considerations Ithaca, NY Page 7 of 8 Two methods were utilized to estimate the appropriate speed limit for the study roadways and Cornell University as a whole: USLIMITS2 and the National Cooperative Highway Research Program (NCHRP) Research Report 966: Posted Speed Limit Setting Procedure and Tool. 1. USLIMITS2 The tool provided by the FHWA requires inputs, such as type of surrounding development; access points; road function and characteristics; traffic volumes and section length; existing vehicle operating speeds; pedestrian activity; crashes; and special conditions. 2. NCHRP Research Report 966 The research reported in the report was performed under the NCHRP Project 17-76 by the Texas A&M Transportation Institute (TTI). According to the Report, “Project 17-76’s research team was tasked with identifying factors that influence a driver’s operating speed and then developing a Speed Limit Setting Procedure (SLS-Procedure) and automating the SLS-Procedure with a Speed Limit Setting Tool (SLS-Tool). The Excel based tool considers inputs, such as maximum speed limit; type of road and surrounding neighborhood; 50th percentile speeds; segment length and number of lanes; number of access points; presence of sidewalk or bicycle facilities and frequency of users; parking; and crashes. Tables 6, 7, and 8 show the recommended speed limits of each study method for each study roadway. It is noted that the NYSDOT frequently uses the 85th percentile speed of roadways as a speed setting factor. Despite the USLIMITS2 method reporting a 20-mph limit on Campus Road, 20 mph is not allowed. Therefore, 25 mph is recommended as the minimum posted speed limit. Based on the results of this assessment and our professional opinion, an area 25 mph speed limit is recommended.
