Nerger of the Town of Ithaca into its surrounding areas has been discussed for a long enough period of time to give most of us a chance to draw some conclusion: There has been a great deal of publicity and much talk in generallities about merger. There has been endorsement of everyone concerned regarding cooperation and the need to eliminate duplication and overlapping of services. I personally have lookeo into the operation of our `.Town government and after detailed investigation of lown functions I find that the Town is as free of overlapping functions as possible under any system.. The jobs the Town is doing are being done well and they are being; done economically. There are, of legal necessity, many different special di ,tricts vrithin. the Town but the oilerAtion of these districts would not be eliminated by merger with another government,; only their names might change but the same bookkeeping; functions would remain and the same operating proceedures would have to be -followed to keep the systen in operation. pia.yor Smith has mentioned the fact that the people of the Town, want more services than they now have and he says that he feels they should We them. He implies that services will cost less if they are provided by the City. Let's eYamin both of these ideas. If Kayor Smith is really concerned about having the entire community well served, I am very happy, but if he means that the people of the Town of Ithaca. should join the City and help out the present city residents this is an entirely different matter. If the City is sincere in its desire to help the entire area then its official boards should cooperate readily -2— with the Town in solving its water, sewer, waste disposlll and other service problems to help eliminate waste Find duplication. 1 hone th,vt this will be the olicy of the kaity so tli,,--t tiic entire area can grow to-e t'her. Policies which the city government will soon ma,-e or default will :shape the future of our, entire area. The change can be made if we can show that the additional cost would be less than the additional benefits to be expected.. In order to estimate the cost, we will need a map showing the outside limits of the area which you wish to have protected. It would be useful in estimating benefits if whatever information may be available could be furnished on the location, type of construction and anticipated ground -floor use of proposed structures. Thant: This replies to your letter of ",March 5th and thanks for your willingness to cooperate with us. As per your request, I am attaching a photostatic reduction of a map showing the Knight property with the area of our interest cross -hatched. The Planning and Public relations Committee of the Tompkins County Board of Supervisors has been negotiating for some time with a manufacturer who wants to locate a plant here. This is very necessary for the welfare of Tompkins County which has had considerable unemployment in the past few years. Since I am a member of this Committee and also the Supervisor from the Tot^m of Ithaca I am doubly interested in the success of this project. Our needs for land are shown on the map. Parcels ;#-I t $2 and #3 are necessary for the plant site. Parcel 114 can be utilized but it is not urgently needed (marked Marion on map but now owned by Tonight). The manufacturer plans one building of 70,000 square feet of floor space (one story) with ample parking facilities for 250 -- 350 employees. Also, there must be room for large trucks as all finished products are shipped via truck although the raw material will be shipped in via rail- road. The present slaughter house will probably be stripped of inside equipment and the building used for a cafeteria and display area,. It has been estimated that the investment in the area will amount to about 82- to $3 million dollars. Our principal interest in this plant is the employment that it will furnish for our people and the payroll that will go to helping our -already depressed business area. The annual payroll has been estimated to amount to about $1,300,000.00 at the start of operations and will glow to more than ,$1,500,000.00 within a year. All new construction will be steel and concrete to house machinery which will produce card -board containers and other types of packaging. It is requested that this last inform,%tion be kept confidential as the corporation concerned asked us to do this. If any further information is desired please feel free to ask for it. I know that the Village has refused extensions into the Town of Lansing but I am in hopes that they will grant service to the new district. In event the zoning is changed, I shall immediately be prepared to present a petition to the Town Board pursuant to the applicable sections of the Town Law requesting; the el -.tension of the sewer district. I can find no method to escape the presentation of a formal map and plan to the State Health Department for approval, so I assume that there may be a time lag before actual construction can be begun. On the other hand, although we wish to co-operate with the Township in any way that we can, I am not sure how far my client would feel that he should go in getting other property owners into an extended sewer district. I am therefore wondering if it would not be possible for you to do two things in this connection. First, use your persuasiveness with the Village of Cayuga Heights trustees to convince them that they ought to extend sewer service into the Township to include an extended district, and, second, to make some contacts yourself or through your office to see what property owners might be interested in joining an extended district south of Hanshaw Load and east of :Marren Road.
