M. , at the Town Hall , 126 East Seneca Street , Ithaca ,New York , to consider establishing a Town Park on South Hill in the area of the Coddington Road Ccomunity Center Playfields . Desch , Kugler , Raffensperger , Cramer , McPeak , Howell and Bartholf voting Aye . Nays — none ) . THREE PARTY AGREEM M ON JOINT TRAFFIC SAFETY PROJECT AT BUTTERMILK FALLS STATE PARK Supervisor Desch noted that Tompkins County would be doing the construction of the realignment of Sand Bank Road to Route 13 , Councilman Cramer asked what decision had been made on the building used for bathrooms ? Town Engineer Larry Fabbrcni responded that it is expected that the old Rumsey building will be eliminated . If the building does go , there are other buildings to the north that can be converted to bathrooms . Town Attorney Barney asked if there would be a need to abandon the road ? Town Engineer Fabbroni responded , need to abandon a road which is Partially abandoned now because of the bridge . RESOLUTION NO , 86 Motion by Councilwoman Raffensperger ; seconded by Councilman Cramer , WHEREAS , the Town Board of the Town of Ithaca has expressed an interest in a proposal to realign Sand Bank Road at the north end to a new location intersecting State Route 13 , ending Buttermilk Falls Road at the Old Spencer Road , participating to the extent of surface treating the new highway sections ,installing guide rails provided by others ,and restoration and seeding with materials of others , and WHEREAS , an agreement has been drafted among the State Parks , Tompkins County , and the Town of Ithaca reflecting the above interests and identifying responsibilities of the respective parties in effecting the improvement , continuing ownership , and maintenance , and WHEREAS ,the Town Highway Superintendent and Town Engineer concur with the project as proposed , NOW FORE BE IT RESOLVED , that the Town Supervisor be authorized to execute THE JOINT TRAFFIC SAFETY PROJECT AT BUTTERMILK FALLS STATE PARK AT ITHACA , NEW YORK ,subject to review and necessary modifications by the Town Attorney .
