HomeMy WebLinkAboutSesame Abandonment of portion TB Minutes 1995-08-07TB MTG. 0 8/7/95 Councilwoman Harrison - There was some discussion at a previous Board meeting before we referred this to COC that the raw land cost is much lower than the actual value of 10% of the subdivision is worth. If you have a piece of park land and it is in a subdivision one would actually have access to it. The water -and sewer which would be there is not very relevant to the park development. I thought we had agreed that it would be some percentage higher than 10%. That obviously did not happen in COC. Did the Planning Board discuss this at all? Mr. Kanter - No. They discussed the general approach but they basically ended up recommending the 10% as it was proposed. Councilman Klein - We felt the developer is contributing vitally to the cost of improving the value of the land by extending the water, sewer and roads so the raw cost would still be relevant. Councilwoman Harrison - So if I am a developer I hope you assess me a fee as that would be a lot less than what the land is worth once I have extended a road and utilities. Mr. Barney - It is money out of the pocket which land is not. I think we are making a mountain out of a mole hill. First we have to establish a need for the park and then establish there is no suitable land in the proposed development for a park then we request money instead of land. Even then you need to make the amount of money bear some resemblance to the need which is being created by the park. Proposed Public Road and Public Utilities. as Redesianed, and, Approval of the Abandonment of the Recuested Portion of Sesame Street, for the Proposed Revised Subdivision Plat. Leonardo Lands, West Side of Danbv road at Sesame Street: Mr. Walker - Sesame Street had been accepted out to a cul-de-sac point. The owner has presented a preliminary subdivision to reconfigure some of the lots and due to the drainage problems and a number of other issues they have requested a realignment -of Sesame Street which would include ar. abandonment of a portion of Sesame Street to 'be consolidated with two lots adjacent to it. With regard to Allison Drive, we have discussed the configuration 44 TB MTG. 8/7/95 of the cul-de-sac and have found one which would work. The resolution i.s.accepting the:, location of. the roads for the new subdivision. I am assuming they have been accepted once however we are asking the Board to accept them again and then to proceed with the abandonment of the portion of Sesame Street according to due process. Mr. Barney - Do we own Sesame Street? Mr. Walker _ I do not know if we own it or, not. I am assuming we do as we have been maintaining it. Councilwoman Valentino - There was some question about that a few years ago. Mr. Walker - If we do not own it we cannot abandoned it I suppose.. What I am asking from the Board is not to abandon it tonight but rather to .authorize the process. Resolution No.. 148: Motion made by Councilman Klein, seconded by Councilwoman Harrison approving the locations of the relocated portion of Sesame Street, the location of Allison Drive and the location of the proposed drainage and utilities as shown on the aforementionE�d plat, subject to compliance by the subdivider with all conditions and requirements that have been or may be imposed by the Planning Board as part of further project consideration and that the Town Board agrees to proceed with the abandonment, of a portion of Sesame Street as shown on the aforementioned plat. Agenda Item No. 15 - Consider Recommendation of Personnel Committee_ Reaardincr the 1996 Salary Pool: Supervisor Whitcomb The Personnel Committee does not have a recommendation for the salary pool. Councilwoman Valentino - I wanted to update you very quickly on the work I have been doing regarding the classifications. I have met with all of the department heads and have gone over the new system of classifications, changes in the method for determining wages and they were in agreement with the concept and the way the classifications were. Fabbroni and dated 12/9/94, consisting of modifications to lot line for Town of Ithaca Tax Parcels No. 37-1-20.3, -20.4, -20.5, -20.6, -20.7,-20.10,-20.11, -20.12, and; WHEREAS, the Town of Ithaca Planning Board, on April 4, 1995, granted Preliminary Subdivision Approval for Town of Ithaca Tax Parcel No. 37-1-20.8, into two (2) parcels, and; WHEREAS, a condition of the preliminary subdivision approval is the approval by the Town Board of the locations of all proposed public roads and public utilities, as redesigned for the proposed subdivision, and the approval of the abandonment of a portion of Sesame Street.; now therefore be it RESOLVED, the Town Board hereby approves the locations of the relocated portion of Sesame Street, the location of Allison Drive and the location of the proposed drainage and utilities as shown on the aforementioned plat, subject to compliance by the subdivider with all conditions and requirements that have been or may be imposed by the Planning Board as part of further project consideration.; and be it further RESOLVED, the Town Board agrees to proceed with the abandonment of a portion of Sesame Street as shown on the aforementioned plat.
