turned back to Tompkins Count.;=, if the Town Board desires to

retain speed lilroits on these two county roads they must make such a request
to the State Traffic Conmission jointly with tho Tompkins County Supt., of
highways. The Clark was directed to write to the Str:te Traffic Commission
to task the status of a request for an area speed zone in the northghst arf3a
of the town. Such a request teas made Miarch 2, 1964.

Supervisor Kerr reported to the oard tF..,t the County is about to ;five, to
the Town of Ithaca the Trumansburg Road water tank. 1•1r. Kerr also i`:as requested
that the County consider giving the town the sewer line leading to the hospitnl,
and more specifically the trench in which the line is laid.

The public herinL- for the Shnitray Sewer Ordinance was held at 4:1.5 P.M.
I, Proof of publication and posting were presented. Councilman McElwee questioned
the need at this time, for such a lengthy and complete ordinance. He felt that
since the contracting a,-,encies (the City a' Ithaca and the Villnce of Jayyuga
Iaichts) have Ordinances that this one is not needed. The hearing was closed and
the consideration o" the ordinance was table=i until the City and Village officials
and i4r. Dunlap of Lozier's have had a chance to study the proposed ordinance.

The public hearin for the Slhterville Road Sewer District was held at
4:30 P.m. Proof of publication and postin,^ were presented.
Su,-nervisor Kerr explained to the approximately 22 residents of the area
the method of formation of a district. Mr. James Dunlap of Lazier's Inc.
sholaed a map of the area to be severed and expl�iined that q" sewers are to be
laid alont SInterville Rond, Honness Lane, Pine Tree Road and Snyder 1111 Road.
Sews e will flow by g-ravity to the sowern-�e facilities of the City of Ithaca.
The total estimated cost of the district will be D50,000. to be paid o"f with
s 30 year bond issue. The district will ''financed on a benefits derived basis.
Mr. Kerr explained the cots based on a benefit basis and also the use cost
to be paid the city.
11irs. De -dire of Pine Tree Road asked V in plans for area development
there have been any ; ark areas set aside? Mr. Elmer Phill.i.ps of Pine Tree :load
who is also a member of the Toirn of Ithaca Plnnnin- Board replied that they
are now making plans to acquire and set aside areas for parks.
Mrs. Ds:-iixe asked what haol.ons if an individual sells lots and no area
is set aside for parks for nark -play -rounds. Mr. Desch (^3hairman of the Town
Plannin hoard) replied that n-"ter 4 lots are sold an owner must file sub-
division pl nq. In that plan it would be required that the owner show areas
which would be resisrved for ;-arks.
Mrs. De'41re stnted that she had heard that the County had glans to widen
Pine Tree Road. Mr. Kerr replied that the En•-ineer will consider the road
when the plans are drawn. K question was asked concerning whether the sewer
lines would interfere with the two different water lines now serving the nres.
The answer was no. .^dr. Phillips asked if the elan of using an pi' line is sufficient,
especially considering that there 14111 be further development, Mr. Dunlap
assured him that this size line is Sufficient.

Mr. Phillips asked if there woa,ld he problems iri eytending the s-^.Ter line

.Tr. :•!oel Desch said that Cornell University ^4uull like to have their property
Talon,- Snyder hill iioad included in the District. A letter from John E. Burton
of Cornell University indicated the University's interact in having the :system
Include their property.
Supervisor Kerr said that the Irniversity could be included with the
understandin~ that they =say on the unit basis which has been ?stabliahed. Mr.
rr rhillips asked i" the unit cost to homeowners would increase if the line is
iiytended to the To•.+ri line along 3r.yler Fall Road. The ,plan would be turned back
to the en,T,ineers for development of new plans and costs.

would wait 30 nays as required by law, since this district would he maniiated.

Str_te Health Department where plans are so7atirrres held up for months.
The question .gas asked ".then is a lot a lot?", and the answer was that
land is divided into lots when plot plans ar+s filed. Mr. John Marion asked If
a sewer charge would be bnsed on front foots-e or volume of water disbharg;ad into
the :sewer - referring to the dairy that Cornell University houses in his barn.
Mr. Philli2s asked if federal airs could be obtained to help finance the
district and Mr. Ygrr replied that federal aid could be obtained for sewer plants,
or interceptor sewers but not for trunk lines.

not necessary. In addition, the Planning Board feels that at times .h^,re
iht be a need for more than a 6O foot right of way and that each new road
should be evaltueted at the time the sub-divisior is formed. No further
action was taken by the Town Board.
