SPECIAL MEETING OF THE ITHACA TOWN BOARD
Monday, October 24, 2022, 2:50 p.m.
Present: Rod Howe, Supervisor; Members Rich DePaolo, Pamela Bleiwas, Margaret Johnson
and Paulette Rosa, Town Clerk
Mr. Howe called the meeting to order at 2:50 p.m.
Item 1 Consider authorization to submit a grant application to the Tompkins Community
Recovery Fund grant program in support of the Town Hall Lighting and Weatherization
Renovation Program.
Mr. Howe gave an overview.
Mr. DePaolo asked if $100,000 is the limit and Mr. Howe responded that it was not, but we were
trying to be reasonable in our request.
TB Resolution 2022 – 166: Authorization to submit a grant application to the Tompkins
Community Recovery Fund grant program
Whereas, the Town wishes to submit an application to the Tompkins Community Recovery Fund
grant program to be used to assist in funding the Town Hall Lighting and Weatherization
Renovation Project; and
Whereas, the Town’s Green New Deal sets forth a goal to achieve carbon-neutrality community-
wide by 2030; and
Whereas, to lead by example, the Town would like to make the facilities it owns and operates
carbon neutral by 2030; and
Whereas, the Town contracted with FlexTech for energy studies for the Town Hall and Public
Works facilities to better understand the opportunities for energy use reduction, electrification,
and carbon neutrality; and
Whereas, developing a Town Hall Lighting and Weatherization Renovation Project is the next
logical and necessary next step in implementing the recommendations from the energy studies to
provide design option analyses and detailed construction drawings; and
Whereas, the cost for the Town Hall Lighting and Weatherization Renovation Project is
estimated at $175,000; and
Whereas, the application will request $100,000 from the Tompkins Community Recovery Fund,
with a commitment of $75,000 in cost sharing funds from the Town; and
Whereas,the application will request $100,000 from the Tompkins Community Recovery Fund,
with a commitment of $75,000 in cost sharing finds from the Town;and
Whereas,adoption of a municipal resolution of commitment to a cost share prior to the
application’s submission will make for a stronger application,now theretbre be it
Resolved,that the Town Board authorizes and supports submission of an application to the
Tompkins Community Recovery Fund grant program requesting up to $100,000 with a cost-
sharing commitment to the Town Hall Lighting and Weatherization Renovation Project of up to
$75,000 from the Town of Ithaca,and be it further
Resolved,the Town Board supports the associated staff time needed to prepare the application
documents and if funded,negotiation of any necessary contracts;administering the grant and
providing quarterly updates and any other activities necessary to fulfill the grant’s obligations.
