SUBJECT: City/Town Fire Contract
Attached is a copy of the minutes of the October 11, 1983
meeting of the Board of Fire Commissioner. At this meeting
a resolution was passed in favor of renewing the present
contract for three years for the period January 1, 1984-
December 31, 1986.

REGULAR MEETING
BOARD OF FIRE COMMISSIONERS
The regular meeting of the Board of Fire Commissioners was held
Tuesday, October 11, 1983 at 7:30 p.m. at Central Fire Station.
Present were Commissioners Anderson, Slade and Teeter, Chief
Tuckerman, Dave Jennings & Montgomery May from Town of Ithaca,
Alderman Killeen, Clynes,and Schlather, Mayor Shaw, members of
West Hill Civic Assoc., paidmen and volunteers, & Johanna Lyman.
The audit was presented and approved.
Chief Tuckerman presented the monthly reports and they were accepted.
New membership applications were approved for Norman Frankel, Co. #3;
Scott Gingras, Co. #5; Charles Ganim, Co. #9; and Amy Vanderryn,
Co. #7. Approval was given for the transfer of John Powers from
Co. #6 to Co. #3. Applications for Michael Banner, Co. #6, and
Edward Hasse & Timothy Pagones, Co. 45 were incomplete so not
approved and the applications were returned to the companies.
Reimbursement from the Donation Fund Checking Account was approved
as follows: $51.90 to Richard Srnka, Fire Alarm Elect., for broken
glasses frames while removing a fire alarm box; $41.10 to Finger
Lakes Communication for repair of minitor belonging to Mel Robin-
son, Co. 42, damaged in a fire; $3.05 George Apgar, $3.05 Jim Fergus,
$3.05 David Bentz, $3.00 David Jones, $2.15 Dale Mills, $2.65 Tom
Mills for lunches, and $11.84 Lyle Neigh lunches & mileage, while
assisting with a demonstration at the Homer Fire Conference Sent.
17-18, 1983.
A letter was received from a concerned citizen asking that the fire
horns be turned off. This topic will be brought up at the Captains
Meeting next week.
The Board was given a copy of a Fire Department Press Release for
Fire Prevention Week, Oct. 9-15, focusing on jointly sponsored
activities with the Ithaca City schools.
The Board received a copy of a letter sent to Co. #5 from the South
Hill Firefighters Assoc., student volunteers from Ithaca College,
voicing concern on some basic issues. The Board took no action as
it felt this was a company problem.
Asst. Chief Olmstead reported the Ithaca Fire Department was well
represented and did a good job on their demonstration of large dia-
meter -hose and equipment at the Homer Fire Conference, on Sept. 18.
Olmstead also made a presentation on the Pros and Cons of Alterna-
tive Fire Suppression Systems, in cooperation with Deputy Chief
Maycumber of Syracuse F.D. on Sept. 17.
OLD BUSINESS
Training Center Cleanup -Lab analysis of soil and sludge from the
pit shows contamination by various organic compounds, which must
be removed by a hazardous waste contractor. This must be initiated
by the end of October to avoid legal action by DEC.

County Dispatchers Contract- The Board passed a resolution to
recommend the renewal of the present contract for the period
Jan. 1, 1984 to December 31, 1985, for sharing costs.
City/Town Fire Contract- After discussion, the Board passed a
resolution in favor of renewing the present contract for three
years, Jan. 1, 1984 to Dec. 31, 1986. The Board will notify the
Town of its decision.
New Fire Station- There was considerable discussion about relo-
cating a fire station in the west end, also the possibility of
putting a truck on the west side of the railroad tracks when a
train goes through. No resolutions were passed. The Board asked
the Chief to research and report back within a week as to what
his solution would be regarding the truck placement.
New Hose System Training- The Board stated that any new hose
system training for Co. #6 and Co. #7 members will be given
credit if the training officer approves, otherwise it will be
considered extra training only.
Enqine 1 Repairs- Chief Tuckerman reported our insurance company
stated if we are not satisfied with repairing (instead of replac-
ing certain damaged parts) at Zikakis Chevrolet then they would
be replaced.
There will be a special meeting Wed., Oct. 26, 1983 at 7:30 p.m.
to discuss cleanup of the Training Center.
The meeting adjourned at 9:36 p.m. The next tegular meeting will
be November 8, 1983.
