On February 13, 1969, I requested annappolnt- ment with Mr. Rogers for an on-slte 1nspection of themanholes 1n question. An appointment was set for February 20,1969, at which time Mr. O'Boyle of our office, Mr. Cornelius and his assi stant. .of the Village, and- I met fox-the Inspection,. Unfortunately, Mr. Rogers was not available. - A brief meeting at the Village offices re vealed that there were not several manholes involved, but only one. This particular manhole was not a leaking manhole, per se, but had been hit by some unknown piece ofmachinery wherein the Impact had shifted the manholeframe and cover approximately four -Inches laterally andhad damaged the brick collar supporting the casting. It Is recommended that the Town authorize theVillage to make the necessary repairs to the manhole orthat' the Town's own forces undertake the work involved.Such costs should be charged as maintenance to the North east Sewer District. Green Street Ithaca, New York 14850 Gentlemen: On March 1-2, 1972, the Cayuga Heights Treatment Plant experienced flows estimated to be 5 MGD, well in excess of the plant's hydraulic capacity, resulting in an overflow of raw sewage into Cayuga Lake. This was caused by infiltration to the sewer mains. For these reasons, the following actions are required: 1. All sewer maims must be tested and repaired where required. Testing should be completed by April 30, 1972 and repairs completed by September 15, 1972. 2. An active program of flow measuring must be acc omplished during spring runoff this year. This effort should be coordinated with the Village of Cayuga Heights 3. Further extensions of sewer mains will not be approved by this department until these problems are corrected. Completion of these items are only partial requirements for consideration of future extensions. Broad Tompkins County Board of Health 1287 Trumansburg Road Ithaca, Raw York 14850 Dear Dr. Broad: This will acknoVjledge receipt of your letter dated March 13^ 1972. The Town of Ithaca has taken the necessary steps to have flow meters installed in our mains at the Village line. Once we know the magnitude of our problem and what is causing it, we will take the necessary steps to correct it. Until the Town Board knows the magnitude of the problem it will have to reject your stated deadlines for completion. Every sewage treatment plant in New York State has experienced a similar situation. This was on March 1-2, 1972. Since we have not received a copy of your letter to the City of Ithaca we assume none was sent. O'Brien & Gere documented the City's infiltration in 1965^ and I find it difficult to believe that they did not experience a situation similar to the Village's on March 1-2. This, of course, raises the question as to why the Village and the Towns of Ithaca, Dryden and Lansing were singled out. Prom a public relations standpoint a meeting of the four municipalities would seem to have been in order . You could have invited us to such a meeting and could have requested our cooperation. This is to advise you, therefore, that the Town of Ithaca must reject your right to enforce the stated intent of the Health Department as outlined in Item 3 of your letter with regard to future extensions. Should the Health Department refuse to approve an extension of mains within the Town of Ithaca, the Town will immediately take the necessary legal steps to bring the Health Department into Court to show cause why their refusal should not be rejected. Your letter raises doubt in my mind as to the good Judgment of some of the people serving on the Board of Health. Very truly yours, Walter J. Y. 14850 March 273 1972 Mr. Walter Schwan Supervisor Town of Ithaca \ - 108 East Green Street ' " • Ithaca, New York 1^850 Bear Walt: As I mentioned to you over the phone and as we inspected, there are several storm water leaks into the Town of Ithaca sewer system. As you know we have received letters from the Environmental Commission and the Health Department vdaen early this month the Village Sewage Treatment Plant had its capacity exceeded for the" first time since its construction in 1956. As I mentioned to you we have installed a flow meter at the Stanley Warren property on Hanshaw Road and on Burleigh Drive at the Village Line. We will he happy to turn over the records that we get on these flow meters to your engineer and when he does get on the scene to install meters for the Town of Ithaca infiltration survey it would be appreciated if he could notify us so that we coxild remove our meters in these locations so that we may use them in other locations. I would like to point out again that, inspection by your engineers for infiltration should be done as soon as possible as the ground water table does not remain high for a very long period of time in the spring. It is only when we have this high water table that we have an infiltration problem at the plant. Char men have-made other investigations in certain lines in the Town of Ithaca and these results are listed below. Because of the inspections they have done this month are not the normal type of inspection covered under the contract, it will be necessaiy to bill the Town for the time, spent in trying to locate these infiltration leaks in the Town of Ithaca. A bill for their time will be forwarded to the Town of Ithaca Clerk. March 21, 1972 - Line fi^m Sapsuckerwoods Road to Salem Drive was inspected. The following was observed. Manhole at 5.+ 00, the first manhole west of Sap suckerwoods Road, bottom leaks ^ or 5 holes about the size of a pencil, about 1" of water in the bottom of the line. • Manhole #2 at 6 + 00, the manhole leaks three places on the side, roots are growing in the side, the cover ring needs recementing, about l|;" to 2" of water in the bottom of the pipe. Manhole #3 at 7 + 95 - the bottom leaks badly around the pipe,about 2" of water in the pipe. rA X -2- Manhole jjk at 9 + 25 - Manhole top nee«^ rising and also there are small leaks in the bottom of the manhole. Manhole at 10 + 82 - Manhole top needs to be raised 2§- to 5 feet so water-will not run over the top of it, small leaks in the bottom of the manhole. Manhole #6 at 15 + 6o - Top cover ring needs recementing, bottom leaks. Manhole ^ at l6 + 50 - Needs to be raised about 2 feet to keep ground water from flowing over top of the manhole in the manhole cover, small leaks in the bottom of the manhole. Manhole at l8 + 75 - Leaks in the bottpm, This manhole is in Salem Drive. March 21, 1972 - Survey in Winston .Court March 25, 1972 - Inspection was made at 215 Texas I^ane Extension of the Alexander Clark property. It was discovered that there was a sunp pump connected to the sanitary line. Mr. Clark was informed that this was an illegal connection and he agreed to call his-plumber... This; should be rechecked as not-only does it drain the sxaap pump from his basement but "ttiere are some outside drains, that lead into his sump pump. Rogers, Village Engineer Village of Cayuga Heights Hanchaw Road Xthaca, New York 14850 ReI Sewer testing and infiltration estimatea Dear Jack: As requested at the recent meeting' of the County Planning and Public Works Conunittee, Z would recommend the following procedure: 1) Locate flow meters to measure total flow in discrete areas of the system. 2) Collect data under conditions of probable infiltration and dry weather flows. 3) Evaluate dry weather flows in conjunction with water consumption data, population data, and information on types of dwellings in each area tested. 4) Develop estimates of quantities of infiltration in .each area. 5) From the above, propose any additional, testing required and proceed with corrective action. 6) A report should be prepared at this stage. 7) Continue flow, testing through fall rains to document that all necessary corrections have been accomplished. . In the Hanshaw Road Sewer District we found leaks in Manhole #/f22 on Roat Street.and immediately south of the Manhole at 1022 Hanshaw Road. The only leak in the Northeast area was the one on Muriel Street which we spoke of by telephone. As you will recall the manhole in question is the fourth one north of Hanshaw Road at location 11+20 which is leaking severely in all directions. In bringing these problems to your attention I trust that you will see that they are corrected in the very neair future.
