Dear John,
The members of the Executive Committee of the West Hill Neighborhood Association were
startled to discover in that part of the SEQR report that was compiled by Ms. Beeners on th€
Indian Creek Retirement Community on the Trumansburg Road that approving this developmem
would Increase the need for "neighborhood commercial space" on West Hill by 2,320 square
feet.
We would like to know:
(a) whether increased commercial needs (In square footage or in general) have ever
been mentioned for any other sizable town development within the last five years;
(b) whether the Town Planner's SEQR report mentioned commercial space for the Deer
Run development or the development at the corner of King Road and Coddlngton Road
on South Hill. Both of these developments, we believe, are as large, or larger than,
the Indian Creek Retirement Community and are much farther from existing services.
(c) why the Town Planner thinks that the home-owners in this retirement community
cannot use the existing services, e.g. Jacksonville Village Market, The Cut-Up,
Pete's, Tops and Wegmans, which current residents of the area find satisfactory for
their needs.
We very much regret having to inconvenience you with this burdensome request, but as you
are aware this matter is coming before the Town Board very soon and clarification of this
Issue is essential.
Finally, to end on a more pleasant note, we would all like to extend to you our heartiest
congratulations on your recent appointment to the Town Board. We fully supported your
candidacy and we are sure that we will continue to do so in the years ahead.

Dear Town Board Members:
The Executive Committee of the West Hill Neighborhood Association is writing to support-
strongly the South Hill Community Association's position vis a vis zoning changes. We agree
that to permit zoning changes before the Comprehensive Planner has finished his study of the
Town of Ithaca would be premature and could seriously compromise the Integrity of his
ultimate recommendations.
We would, however, like to exempt from this blanket prohibition on rezoning that parcel of
land on West Hill (at present part of the Babcock property) which is currently under
consideration for rezoning for the purpose of building a retirement community. We request thi;
variance for the following reasons:
1) The development meets Immediate human needs on West Hill and in the larger Ithaca
community for secure, pleasant and relatively affordable housing for the elderly.
2) Although the development as planned does necessitate a zoning change, the planned
residential density is considerably less than that permitted under the present R15
zoning for a parcel of that size. In addition, the buildings will be owner occupied, not
rental units, which fits the general character of our neighborhood.
3) Finally, centralized bus transportation to medical facilities and to downtown, plus
on-slte meals and other services will minimize the Impact of this development on
the community and on traffic density on the Trumansburg Road and the octopus.
The Executive Committee of the West Hill Neighborhood Association has reviewed Mr. Lucas'
plans with him and in executive meetings and we think that his development deserves our
support. We are therefore asking the Town Board to exempt it from the requested moratorium
on zoning changes.

Dear Ms. Raffensperger,
The West Hill Neighborhood Association is concerned
about the large amounts of potentially recyclable materials which
are trucked to the dump from West Hill every week. We are eager to
see the implementation of a plan to separate recyclable material
from non-recyclable trash, and to institute weekly pickups of
recyclable materials at neighborhood homes. We are aware that you
have serious concerns about the lack of recycling opportunities in
the town, and we are writing to urge you to make this a top
priority. How soon will it be possible for West Hill residents to
recycle their garbage on a regular basis?

Dear Gene:
Several weeks ago, I met with Barbara Hotchkiss, Tcxrpkins County
Solid Waste Division, to discuss with her a number of possibilities
concerning recycling in the Town of Ithaca.
We met at the Town Highway Bam to look at that site as a possible
recycling drop-off center. It was my understanding that day that
the County prefers the Biggs Center for that purpose and I agreed
that it would be accessible to more County and Town of Ithaca
residents.
Also, at that meeting I was assured that the County plans to extend
curb-side pickup of newspapers and glass to all of the Tcwn of
Ithaca before the end of the year. We have had a quite successful
pilot curb-side program in several areas of the Town. The County
looks to recycling of additional materials as they find markets.
I have atteirpted to check the status of these understandings since
I received your letter but have not been able to "catch up" with
Ms. Hotchkiss. I will keep trying and let you know of any
developments or changes in policy.
