It was the suggestion of the Town Board at its May 13th meeting to have each civic group chairman or president submit names of two members who would give of their time and knowledge in reviewing the basic ordinance and lend suggestions for its betterment and methods of improvement. If these names could be submitted to me by next board meeting (June 10) perhaps it would aid in getting a committee organized to start work on this review. Thank you for your cooperation. Seneca St. Ithaca, NY 14850 Dear Shirley, I want to thank you and others on the Town staff for meeting with Bill Goldsmith, Bruce Brittain, Deborah Perotti, and me on March 7 to discuss several items of mutual interest. We were encouraged by your general concern for neighborhood issues, and we hope to continue a dialog with you. Here are a few comments regarding the items we discussed. 1. Change in truck ordinance. We reiterated that we think a change in the ordinance to Gross Vehicle Weight Rating makes the most sense from a regulatory standpoint, since GVWR is readily visible on the door of many trucks. Regarding bus traffic, we would prefer to minimize the number of through busses, although we recognize that this is at present a small portion of the heavy vehicle traffic through Forest Home. 2. Lighting District. Until either you or we hear of complaints regarding street lighting in Forest Home, we will put the issue of lighting on the back burner. 3. Walkways. We are keenly interested in improving walkways in Forest Home by whatever means are available to us, such as the establishment of a sidewalk district. Sue Beeners mentioned the existence of regulations pertaining to establishment of benefit districts, and I would appreciate it if you or she could forward to me the relevant information so that I can discuss it with our residents. We understand that no one wants to spend a significant amount of money on sidewalks before the road plans are firmed up; however, most of our walkways are unimproved, too rough for strollers, dilapidated, treacherous, or simply impassible. In some instances, we would prefer not to wait another five to ten years to make the improvements. 4. Bypass plans. We are continuing to maintain a dialog with Cornell, the County, and the Town regarding potential routes and solutions to the increased traffic we have experienced in recent years. It is my understanding that we all concluded that some engineering/cost studies are now in order, since the various route concepts are relatively few and somewhat established, albeit not specifically or officially in all cases. We would like to talk further with you as plans develop and as alternatives receive greater scrutiny in the coming months. Raffensperger March 16, 1990 Page 2. Along Forest Home Drive, between Warren Road and Pleasant Grove Road, is a section of -pipe which has been bufied for some years to serve as a storm water drajln. This pipe has, over the years, become full of sediment one point. In past years the State cleaned the culvert, but recently t no longer will clean it because of and is now blocked at Highway Department has hey have told me that they the amount of aev/age which' is now passing through the cujlvert. The problem of raw sewage| being dumped-into Pall Greek just below the dam and the od6rs of raw sewage along Porest Home Drive, I feel should be[considered by the ForestHome Association as a community problem. It might be well for you yh call together the neighbors who front on Porest Home anyone else v^ithin the community v;ho you think might b^ interested in the problem to discuss the matter priori to having a general metting.
