I had the opportunity to confer with Town Director of Code Enforcement & Zoning @Marty Moseley (copied) this morning and we concur that the proposed use —based on the details provided — is classified as an allowed use subject to both site plan review and special permit approved by the Planning Board under TownCode § 270-171.5G (7):
Private club/lodge: Facility of a private club or organization, mostly open only to club members and their guests. (Examples: service or lodge-basedorganization, social club, veterans' club, labor union.)
Please be sure to select both 'special permit' and 'site plan review' on the application, linked here: https://ithacany.portal.opengov.com/categories/1074. ThePlanning Board meets on the first and third Tuesday of every month. The Town requires a complete application at least 30 days before a scheduled PlanningBoard Meeting. Town Engineering reviews all stormwater documents and must accept the document prior to scheduling the project for a Planning Board Meetingper Town Code § 228-10A. Thus, providing this information well in advance of a preferred Planning Board meeting date and associated deadline assists thereview process.
Of course, we are available to meet in person or virtually to discuss the Planning Board application requirements and review process; please feel free to forwardthis email thread to your design team and encourage them to contact us with any questions.

Hi Tommy,
Received — thanks for sending this additional background. I have already reached out to Director of Code Enforcement & Zoning Marty Moseley to confer withhim about this project relative to the Town's Zoning Code. It appears that the Black Diamond Trail is to be located east of the parcel (map attached); those kinds ofsite planning issues — such as the connectivity you mentioned — can be evaluated during project review.
The Town's workflow for site plan review is attached. You are welcome to begin a draft of an application athttps://ithacany.portal.opengov.com/categories/1074 but I caution against submitting an application and/or paying any fees until the Town responds relative to yourinquiry regarding classification of the proposed uses on these parcels.
I am out on vacation next week, but please expect to hear back from me no later than Tue 1/6/2026.
