TB Resolution 2024 - 073b: Town of Ithaca Abstract No. 13 for FY-2024 Resolvedthat the Town Board authorizes the payment of the audited vouchers in total for the amounts indicated: VOUCHER NOS.558 – 613 General Fund Town Wide 112,571.12 General Fund Part-Town 13,085.06 Highway Fund Town Wide DA 997.67 Highway Fund Part Town DB 47,694.63 Water Fund 15,799.00 Sewer Fund 410,339.58 Fire Protection Fund 320,000.00 TOTAL 920,487.06 TB Resolution 2024 - 073c: Approval of Bolton Point Abstract TB Resolution 2024 – 073d: Approve Provisional Appointment of Electrical & Code Enforcement Officer Whereas there is a vacant Electrical & Code Enforcement Officer position in the Code Enforcement Department due to a retirement; and Whereas the Interview Committee interviewed three candidates from an open recruitment the position; and Whereas the Committee has determined that Thomas Gibbons possess the necessary knowledge and skills to satisfactorily perform the duties of the position; and Whereas Marty Moseley, Director of Code Enforcement appointed Thomas Gibbons as Electrical & Code Enforcement Officer, effective June 24, 2024; now, therefore be it Resolved the Town Board approves the provisional appointment of Thomas Gibbons as Electrical & Code Enforcement Officer, effective June 24, 2024; and be it further Resolved the position is at 40 hours per week, at the hourly wage of $36.25, which is an estimated annual salary of $75,400 from B8010.100, in Job Classification “E”, with full time benefits; and be it further Resolved, the said appointment is a provisional appointment pending the results from the next civil service exam for this position and the required probation period. TB Resolution 2024 – 073e: Ratify Appointment of Laborer with CDL Whereas there is a vacancy in the full-time position of Laborer for the Public Works Department due to a promotion; and Whereas the Interview Committee has determined that Adam Corey possess the necessary knowledge and skills to satisfactorily perform the duties of a Laborer with a Class B CDL; and Whereas Joe Slater, Director of Public Works/ Highway Superintendent, appointed Adam Corey as Laborer, effective July 15, 2024; now, therefore be it Resolved the Town Board of the Town of Ithaca does hereby approve the appointment made by the Director of Public Works/ Highway Superintendent of Adam Corey as Laborer, effective July 15, 2024; and be it further Resolved the position is at 40 hours per week, at the hourly wage of $25.70, which is an estimated annual salary of $53,456 from Public Works account numbers, in Job Classification “II”, with full time benefits; and be it further Resolved a mandatory twenty-six (26) week probationary period applies with no further action by the Town Board if there is successful completion of the probationary period as determined by the Director of Public Works/ Highway Superintendent. TB Resolution 2024 – 073 f: Ratify PromotionalAppointment to Motor Equipment Operator Whereas, there are is a vacant Motor Equipment Operator position due to a retirement; and Whereas, the Highway Superintendent has determined through interviews and evaluation that Isaak Quick, Laborer, possesses the necessary knowledge, skills, and ability to satisfactorily perform the duties of the Motor Equipment Operator position; and Whereas, the Highway Superintendent promotionally appointed Isaak Quick to the Motor Equipment Operator position, effective June 24, 2024; now, therefore, be it Resolved, the Town Board of the Town of Ithaca does hereby ratify the Highway Superintendent’s regular promotional appointment of Isaak Quick as full time Motor Equipment Operator for the Public Works Department, effective June 24, 2024; and be it further Resolved, this is a 40 hour a week position, at the hourly wage of $28.95, in Job Classification “III”, with no change to their full-time benefits; and be it further Resolved, if the said successfully complete the mandatory eight (8) week probationary period there will be no further action required by the Town Board. TB Resolution 2024 – 073g: Approve Appointment of Acting Director of Engineering (Town Engineer) Whereas, the Director of Engineering (Town Engineer) position will be vacant due to a resignation effective July 17, 2024; and Whereas, due to Local Laws designating certain approvals by the Director of Engineering (Town Engineer) there is a need to designate an Acting Director in the interim time period; and Whereas, the Personnel Committee recommends appointing David O’Shea, P.E., Senior Civil Engineer, to the Acting Director of Engineering position as he meets the necessary requirements for the position; now, therefore be it Resolved, the Town Board of the Town of Ithaca does hereby approve the appointment of David O’Shea as Acting Director of Engineering (Town Engineer) effective July 14, 2024, and to serve until a new Director is selected; and be it further Resolved, that the Acting Director will be paid at an hourly rate of $48.10 with no changes to full time benefits. TB Resolution 2024 – 073h: Approval of revised Sick Bank Policy Resolved that the Town Board approves the revised Sick Bank Policy as recommended by the Personnel and Organization Committee. TB Resolution 2024 – 073i: Approval of History Center Lease renewal Resolved that the Town Board approves the renewal of the History Center Lease for space at Town Hall as submitted. TB Resolution 2024 - 073k: Approval and Authorization of a Partial Bond Redemption from Fund Balance Whereas, the Town Budget Committee has recommended the Town use $285,000 in available Debt Service fund balance to redeem the road improvement portion of the Series 2014-B Bonds prior to maturity, and Whereas, the road improvement portion of the Series 2014-B Bonds are callable on December 15, 2024, at par, now therefore be it Resolved, that the Town Supervisor is hereby authorized to use available Debt Service fund balances as described, and the Finance Officer is authorized to make any necessary budget adjustments for same, to call the road improvement portion of the Series 2014-B Bonds on December 15, 2024, and be it further Resolved, that the Town cause to be filed a Notice of Early Redemption with the Depository Trust Company and post such Notice on the Electronic Municipal Market Access website of the Municipal Securities Rulemaking Board.
