HomeMy WebLinkAboutTB 2024-085 Consent August RegMEETING OF THE ITHACA TOWN BOARD August 12, 2024 TB Resolution 2024 – 085: Adopt Consent Agenda Resolved, that the Town Board of the Town of Ithaca hereby approves and/or adopts the following Consent Agenda items: Approval of Town Board Minutes Approval of Town of Ithaca Abstract Approval of Bolton Point Abstract Approval of amended 2024 Agreement for Expenditure of Highway Monies Provisional appointment – Director of Engineering – O’Shea Appointment of ZBA member – Minnig Ratify SCLIWC’s appointment of a Distribution Operator Assistant - Lomonaco Moved: Eric Levine Seconded: Susie Gutenberger Vote: ayes – Rosen, Gutenberger, Howe, DePaolo and Levine TB Resolution 2024 - a: Approval of Town Board Minutes TB Resolution 2024 - 084b: Town of Ithaca Abstract No. 15 for FY-2024 Resolved that the Town Board authorizes the payment of the audited vouchers in total for the amounts indicated VOUCHER NOS. 648 - 740 General Fund Town Wide 108,116.84 General Fund Part-Town 8,755.21 Highway Fund Town Wide DA 859.65 Highway Fund Part Town DB 74,414.99 Water Fund 113,299.20 Sewer Fund 13,672.06 Capital Projects 5,000.63 Fire Protection Fund 41,798.78 TOTAL 365,917.36 TB Resolution 2024 - 084c: Approval of Bolton Point Abstract Resolved that the governing Town Board approves the audited vouchers for the Southern Cayuga Lake Intermunicipal Water Commission (Bolton Point) as indicated: Voucher Numbers: 291-333 Check Numbers: 21594-21636 Capital Impr/Repl Project $ 27,292.50 Operating Fund $ 99,858.87 TOTAL $ 127,151.37 TB Resolution 2024 – 084d: Approval of Amended 2024 Agreement for Expenditure of Highway Monies Resolved that the Town Board of the Town of Ithaca approves the following Agreement with the Highway Superintendent of the Town of Ithaca for 2024: AGREEMENT between the Town Highway Superintendent of the Town of Ithaca, Tompkins County, New York, and the undersigned members of the Town Board. Pursuant to the provisions of Section 284 of the Highway Law, we agree that moneys levied and collected in the Town for the repair and improvement of highways, and received from the State for State Aid for the repair and improvement of highways, shall be expended as follows: HIGHWAY: GENERAL REPAIRS. The sum of $265,000 shall be set aside to be expended for primary work and general repairs of town highways, including sluices, culverts, pavement markings, guiderails, surface treating and bridges having a span of less than five feet and walks or the renewals thereof. PERMANENT IMPROVEMENTS. The sum of $250,000 shall be set aside to be expended for the permanent improvement of town highways, including paving, guide rails, etc. The sum of $115,000 shall be set aside to be expended for the permanent improvement of Ridgecrest Road to re-establish shoulders, mill asphalt, and install an asphalt overlay on 0.57 miles of road The sum of $553,000 shall be set aside to be expended for the permanent improvement of the Elm Street Extension to re-establish shoulders, mill asphalt, and install an asphalt overlay on 1.57 miles of road The sum of $447,000 shall be set aside to be expended for the permanent improvement of King Road West (from approximately #333 King Road W. to Sandbank Rd.) to re- establish shoulders, mill asphalt, and install an asphalt overlay on 0.98 miles of road The sum of $30,000 shall be set aside to be expended for the permanent improvement of Holly Creek Lane to re-establish shoulders, mill asphalt, and install an asphalt overlay on 0.18 miles of road The sum of $87,000 shall be set aside to be expended for the permanent improvement of Larissa Lane & Schickel Road to re-establish shoulders, mill asphalt, and install an asphalt overlay on 0.55 miles of road The sum of $52,000 shall be set aside to be expended for the permanent improvement of Glenside Road to re-establish shoulders, mill asphalt, and install an asphalt overlay on 0.20 miles of road The sum of $116,000 shall be set aside to be expended for the permanent improvement of Coy Glen Road to re-establish shoulders, mill asphalt, and install an asphalt overlay on 0.72 miles of road (Amended 8/12/24) The sum of $28,000 shall be set aside to be expended for the permanent improvement of King’s Way to re-establish shoulders, mill asphalt, and install an asphalt overlay on 0.14 miles of road TB Resolution 2024 – 084e: Provisional Appointment of Director of Engineering Whereas, there is currently a vacancy in the Director of Engineering position; and Whereas, the interview committee comprised of Rod Howe, Town Supervisor, Rob Rosen, Town Councilperson, and Joe Slater, Director of Public Works interviewed candidates from a recruitment and have determined that David O’Shea possess the necessary knowledge and skills to satisfactorily perform the duties of the Director of Engineering and make the recommendation of appointment; and Whereas, David O’Shea, Senior Civil Engineer, was appointed Acting Director of Engineering effective July 14, 2024; now, therefore, be it Resolved, the Town Board of the Town of Ithaca does hereby appoint David O’Shea as Director of Engineering, effective July 28, 2024; and be it further Resolved, that this will be a full-time salaried position based on 40 hours per week, at an annual salary of $109,761, in Job Classification “S”, with full time benefits from account A1440.100; and be it further Resolved, the said appointment is a provisional appointment pending the results from the next civil service exam for the position; and be it further Resolved, Mr. O’Shea will be required to complete a minimum eight (8) week probationary period associated with this title, with no further action by the Town Board if there is successful completion of the probationary period as determined by the Town Supervisor. TB Resolution 2024 - 084f: Appointment of Zoning Board of Appeals Member – Minnig Whereas there is a vacant regular member seat on the Zoning Board of Appeals due to a resignation, now, therefore be it Resolved that the Town Board appoints Matthew Minnig as a regular member of the Zoning Board of Appeals, effective immediately, for a term ending December 30, 2025. TB Resolution 2024 - 084g: Ratify Appointment of Distribution Operator Assistant at SCLIWC. Whereas, the Southern Cayuga Lake Intermunicipal Water Commission on August 8, 2024, appointed Antonio Lomonaco to a Distribution Operator Assistant position, effective August 5, 2024; now, therefore be it Resolved, the Town Board of the Town of Ithaca does hereby ratify SCLIWC’s appointment Antonio Lomonaco to a Distribution Operator Assistant position, effective August 5, 2024, at the hourly wage of $25.35, in Job Classification 2, with full time benefits. 2
