Resolved that the Town Board adopts the following Consent Agenda items:
Approval of Town Board Minutes
Approval of the Town of Ithaca Abstract
Approval of Bolton Point Abstract
Approval of noncompetitive permanent appointments – Senior Code Enforcement Officer and Senior Planner
Approval of contract for tile replacement at Town Hall
Approval of temporary stipend – Kelley

TB Resolution 2024 -122a: Approval of Town Board Minutes
Resolved that the Town Board approves the draft minutes of the meetings of October 7 and 21, 2024 as submitted, with non-substantive changes made.
TB Resolution 2024 –122b: Approval of Town of Ithaca Abstract #21 for FY 2024
Resolved that the Town Board approves and authorizes payment of the following audited vouchers for the amounts listed:

TB Resolution 2024 - c: Approval of Bolton Point Abstract
TB Resolution 2024 –122d: Approval ofNon-Competitive PermanentAppointment of Sr. Code Enforcement Officer and Senior Planner
Whereas, the Town Board approved theprovisional appointment ofChris Balestra as a Senior Planner for the Planning Department, effective November 6, 2023; and
Whereas, the Town Board approved theprovisional appointment ofDana Magnuson as a Senior Code Enforcement Officer for the Code Enforcement Department, effective January 28, 2024; and
Whereas, NYS Civil Service has developed the NY Hiring for Emergency Limited Placement Statewide (NY HELPS) Program, which allows for competitive positions to be filled via non-competitive
appointment, which means examinations are not required, but candidates must meet the minimum qualifications of the titles for which they apply; and
Whereas, the titles of Senior Planner and Sr. Code Enforcement Officer have been approved under the NY HELPS program, which means those incumbents will no longer be required to take
a civil service examination for their provisional positions as the position is being characterized as “Non-Competitive”; now therefore be it
Resolvedthat the Town Board hereby appoints to non-competitive permanent civil service status effective October 1, 2024, Chris Balestra to the Senior Planner position and Dana Magnuson
to the Senior Code Enforcement Officer position, with no changes in their wages and benefits.
TB Resolution 2024 -122e: Approval/authorize tile replacement at Town Hall
Resolved that the Town Board authorizes the Supervisor to sign a contract with Warehouse Carpet Outlet/Ithaca Location for the replacement of tiles and flashing at the rear entrance
to Town Hall for an amount not to exceed $17,000. PO # 20240018.
TB Resolution 2024-122f: Approval of a temporary stipend for Bookkeeper to the Supervisor
Whereasthere is currently a vacancy in the Finance Officer position; and
WhereasDebby Kelley, Bookkeeper to the Supervisor, has agreed to take on further responsibilities during this absence; and
Whereas the Human Resources Manager recommendsproviding a $250 per week stipend temporarily for the period of October 13, 2024, through December 31, 2024; and
Whereas the Town Supervisor has reviewed the request and recommends the approval of the temporary stipend for Ms. Kelley; now, therefore be it
Resolved the Town Board approves providing Deborah Kelley, Bookkeeper to the Supervisora temporary stipend of $250 per week for the period of October 13, 2024, through December 31, 2024.
