HomeMy WebLinkAboutTB 2026-012 Consent January OrganizationalMEETING OF THE ITHACA TOWN BOARD January 12, 2026 TB Resolution 2026 – 012: Adopt Consent Agenda Resolved, that the Town Board of the Town of Ithaca hereby approves and/or adopts the following Consent Agenda items: Approval of Town Board Minutes Town of Ithaca Abstract Bolton Point Abstract Designation of Official Depositories of Town Funds Designation of Official Newspaper of the Town Official Bonds of Town Officers and Employees Establishing amounts for Petty Cash Approval of authorization to deliver local laws to Town Board members by email Authorize TCAC/SPCA to accept applications for dog licenses Award Cleaning Contract - CleanTec Moved: Pamela Bleiwas Seconded: Susie Gutenberger Vote: ayes – Howe, Levine, Bleiwas, McCune, Sinton & Gutenberger TB Resolution 2026 - 012a: Approval of Town Board Minutes Resolved that the Town Board approves the minutes of December 30, 2025 as final with any non-substantive changes made. TB Resolution 2026 - 012b: Town of Ithaca Abstract No. 1 for FY-2026 Resolved that the governing Town Board hereby authorizes the payment of the said vouchers in total for the amounts indicated: Vouchers 2025 1246 – 1272 2026 1 - 20 General Fund Town Wide 111,757.95 General Fund Part-Town 31,306.44 Highway Fund Town Wide DA 10,044.52 Highway Fund Part Town DB 77,331.52 Water Fund 55,329.85 Sewer Fund 32,115.40 TOTAL 317,885.68 TB Resolution 2026 - 012c: Bolton Point Abstract Resolved that the governing Town Board approves payment of the following audited vouchers: Voucher Numbers: 544-589, 1-12 Check Numbers: 21566-21611; 21621-21632 #013 #001 Capital Impr/Repl Project $ 30,531.23 $ 10,469.00 0 Operating Fund $ 184,193.12 $ 83,211.25 TOTAL $ 214,724.35 $ 93,680.25 Resolved, that the governing Town Board hereby authorizes the payment of the Southern Cayuga Lake Intermunicipal Water Commission audited vouchers: TB Resolution 2026 - 012d: Designation of Official Depositories of Town Funds Resolved, that the Town Board designates Tompkins Community Bank, First National Bank of Groton, and NYCLASS as the official depositories for all funds received by all Town Officials and Town Departments for 2026. TB Resolution 2026 – 012e: Designation of Official Newspaper Resolved that the Town Board designates the Ithaca Journal as its Official Newspaper for legal notices to the public for 2026. TB Resolution 2026 - 012f: Official Bonds for Town Officers and Employees Resolved, that the Town Board approves the following Faithful Performance Bonds for the Town Officials and Employees for the year 2026: Town Supervisor/Fiscal Officer $3,000,000.00 Deputy Town Supervisor $3,000,000.00 Finance Officer $3,000,000.00 Receiver of Taxes $3,000,000.00 Town Clerk $ 25,000.00 Town Justice, James Salk $ 25,000.00 Town Justice, Bergren $ 25,000.00 Highway Superintendent $ 25,000.00 All Other Employees (Per Person) $ 25,000.00 Forgery & Alteration $ 5,000.00 TB Resolution 2026 - 012g: Establishing Petty Cash Funds for the Year 2026 Whereas, Pursuant to Town Law Section 64(1-a), a Town, by resolution, may establish a petty cash fund for any Town Officer or Department Head, and Whereas, it is the desire of the Town of Ithaca to establish such funds for the following Departments for a total amount of Five Hundred Fifty Dollars ($550): Accounting/Finance $150 Clerk $100 Justice Bergin $50 Justice Salk $50 Public Works $200 Resolved, that the Town Board authorizes the establishment of such petty cash funds totaling Five Hundred Fifty Dollars ($550). TB Resolution 2026 – 012h: Authorizing email delivery of proposed local laws Whereas Town Law requires the Town Board approve the delivery of proposed local laws via email by resolution and email addresses of Town Board members be posted to the Town’s website and Town Bulletin Board, now therefore be it Resolved that the Town Board approves the delivery of draft local laws via email to Town Board members to meet the “on the desks” requirements as specified in NYS Town Law. TB Resolution 2026 - 012i: Authorization for Tompkins County Animal Control (TCAC) and/or Tompkins County SPCA to accept applications for dog licenses Whereas Town of Ithaca Code Chapter 112, “Animals” requires the Town Board to approve a municipality’s dog warden or shelter to accept dog licenses by resolution, now, therefore be it Resolved that the Town Board authorizes TCAC and/or SPCA to accept dog licenses for the Town at the time of adoption/redemption. TB Resolution 2026 - 012j : Authorization to Award Municipal Facility Cleaning Contract for Town Hall and Public Works Facility Whereas, the Town’s Municipal Facility Cleaning Services contract expires on February 1, 2026, and a solicitation for Bids was held, and Whereas, six bids were received and the lowest, responsive and responsible bid was for $33,204.00 annually, received from Cleantec, LLC, with corporate offices at 5900 North Burdick Street, East Syracuse, NY, 13057, and Whereas, the Director of Publics Works has recommended the contract be awarded to Cleantec, LLC, now, therefore, be it Resolved, that the Town Board authorizes the Town Supervisor to sign the Municipal Facilities Cleaning Services contract with Cleantec, LLC effective February 1, 2026, through December 31, 2027. 2
