TO amend chapter one hundred twelve of the laws of
nineteen hundred forty—three, entiltled "An act
to authorize the town board of the town of Ithaca
to hold meetings in the city of Ithaca," in
relation to authorizing the justices of the
peace, town clerk and certain other officers of
the town to perform their official duties
within the city of Ithaca.

Although it is my policy as
Speaker of The Assembly to refrain from in-
troducing bills, I was sufficiently impressed
by the merits of the enclosed measure, which
was developed by members of my staff, to make
an exception in this case.
In view of the fact that the
value of this bill would largely inure to muni-
cipalities, I would appreciate any comments or
suggestions that you might have from a munici-
pal standpoint.

Dear Mr. Lamb:
I am writing .in ,support of the above referenced piece of legislation,
which was, introduced by Constance E. Cook, member of the Assembly,
at the request of theTown of Ithaca.. ,
The purpose of this, bill is, to permit the Town of Ithaca to establish
an office within the, City of -Ithaca for the c;o,aduct of its business. It would
permit the same functions to be performed that are now performed by the
Town Cleric, Assessor ,and other Town Officers. It would also permit
either. or both of our Justices of the P a.ce to hold court within the City .
limits, presumably at, but not limited to, the site picked for, the Town
Office,, 'The„primary reason.for seeking thl's legislation.is ,tha.t,the Town
of, Ithaca surrounds the City of Ithaca on three sides and, Cayuga Lake
adjgins ,on the fourth side,. ,'Therefore, the, actual gpopaphic, ce,ntor ,of
the `£'oWn,, as ,`yell as the, center of fts,population, Pies within,the, gity
limits. It, would be extremely conve,nipnt, for the major# ' of the Tovm
residents to re.a.,ch a Town Office located within the City. It would also
be convenient for -our receiver of tames to deposit funds received ,in the
banks and. for the Town Assessor to uce the records which are maintained
,at the Countiy Court House which is Pocated,within the City, limits.
Another, and perhaps overriding reason; - for the approval of thin
legislation is the need for 'cooperative government between the ,Town of
Ithaca; .Village of Cayuga Heights, and -City of .Ithaca. Tbe: gna.ctr.r.6 nt Af
this bill would be a manifestation of the Town'® sincere interest.in coop-
erating with the City of Ithaca. to final mutually satisfactory solutions to

of effoirt`by local governments in this area, would, I am sure, share
this opinion.
