MEETING OF THE ITHACA TOWN BOARD
August 24, 2026
MINUTES
Board Members Present: Eric Levine, Deputy Supervisor; Rich DePaolo, Susie Gutenberger,
David McCune and Diana Sinton Absent: Rod Howe and Pamela Bleiwas,
Present: Judy Drake, Marty Moseley, CJ Randall, Paulette Rosa, and Joe Slater
Mr. Levine opened the meeting at 4:30 p.m.
1. Appointment of Board Members and approval of revised Committee Assignments
Mr. Levine noted that this resolution explains the shifting appointments when Mr. Howe retires.
TB Resolution 2026 - 053: Town Board Appointments
Whereas Rod Howe is retiring as Town Supervisor as of September 19, 2026, after almost 25
years of service to the Town, beginning as a Planning Board member in 1999, then as a Town
Board member in 2012 and Town Supervisor in 2020, now, therefore, be it
Resolved that Eric Levine is appointed as Town Supervisor as of September 19, 2026, through
December 31, 2027, and be it further
Resolved that Eric Levine is appointed as Bolton Point Commissioner as of September 4, 2026,
and be it further
Resolved that Michelle Wright is appointed as a Town Board Member, filling Eric Levine’s
Town Board seat, as of September 19, 2026, through December 31, 2026, and be it further
Resolved that the Town Board accepts and approves the revised Committee Assignments as
submitted through December 31, 2026.

2. Committee Reports
a. Budget – The Town is stable and budget preparation continues.
b. COC - Did not meet. Continuing to receive comments and make changes to the
draft Subdivision regulations. A special workshop sponsored by the NYS
Planning Association is planned for October 1st with R. Randall Arendt, author of
“Rural by Design” co-hosted with the Towns of Danby and Dryden and CEUs are
offered for board members and professional.
c. P&O – Meeting was rescheduled- no report
d. Planning – Interviewed respondents for the ArcGIS project

e. Public Works – Larson Design Joint Interceptor Report initial presentation. This
is Phase 1 of mapping the sewer system which is important for determining
financial responsibility of each partner as it pertains to I&I.

TB Resolution 2026 - 054a: Approval of Minutes
Resolved that the Town Board accepts the draft minutes of August 10th as final with any non-
substantive changes made.
TB Resolution 2026 - 054b: Town of Ithaca Abstract 16 for FY-2026
Resolved that the Town Board authorizes payment of the audited vouchers for the amounts
listed:

TB Resolution 2026 - 054 c: Approval of TC Stormwater Coalition Agreement Amendment
Resolved that the Town Board approves and authorizes the Supervisor to sign the Tompkins
County Stormwater Coalition Agreement - Amended 8/2026 as submitted.

5. Review of Correspondence – Correspondence regarding an LED streetlight was referred
to the Public Works Committee for comment.
