Part 3 Determination of Significance
For every question in Part 2 that was answered “moderate to large impact may occur,” or if there is a need to explain why a
particular element of the proposed action may or will not result in a significant adverse environmental impact, please
complete Part 3. Part 3 should, in sufficient detail, identify the impact, including any measures or design elements that
have been included by the project sponsor to avoid or reduce impacts. Part 3 should also explain how the lead agency
determined that the impact may or will not be significant. Each potential impact should be assessed considering its setting,
probability of occurring, duration, irreversibility, geographic scope and magnitude. Also consider the potential for short-
term, long-term and cumulative impacts.
The proposal includes the installation of eight (8) Personal Wireless Service Facilities (PWSF), located on the Ithaca College campus and Circle
Apartments. The project is intended to serve the Ithaca College campus community and address significant coverage gaps on and around the
campus. Two (2) PWSFs involve antennas on the rooftop of buildings- "Williams Hall" macro installation (12 total antennas) and "Ithaca 04-
Dillingham Hall" small-cell antenna installation (2 total antennas). The remaining six (6) PWSFs are single small-cell antennas on poles
throughout campus.
The Williams Hall rooftop PWSF macro antenna array has been designed to blend in and match the colors of the building on which it is placed.
All equipment will be located inside the building, so there will be no anticipated visual or noise impacts. The building is in the middle of
campus, and is not near or within any scenic viewsheds. The closest residential property is located more than 1400 feet north east of proposed
facility. This respective part of the project complies with all Town Code provisions; no variances are required.
The Ithaca-04 Dillingham small cell installation is also designed to match the colors of the existing building. The antennas will be visible on the
roof, but the installation is much smaller than the macro on Williams and is not near or within any scenic viewsheds. All proposed equipment
will be hidden behind much larger existing mechanicals/building features. The closest residential property is over 1400 feet south east of the
proposed facility. The respective part of the project complies with all Town Code provisions; no variances are required.
The remaining PWSFs, labeled "02," "03,""05,""06,""07," and "08," are on poles containing one small-cell antenna per pole. All poles will be
the same height (29' including antenna). All but one pole will be designed to match the existing black, decorative light poles on the Ithaca
College campus. Installation "03" will be near trees, on a short utility pole with antenna and equipment painted to blend in with the pole.
None of the poles are near or within any scenic views. However, some may be located within 300' of a structure that contains a dwelling unit
(as defined by Town Code), and may require an area variance from the Zoning Board of Appeals per Town Code Section 270-219.L(1)(b)[9] [e].
The proposal to install PWSFs on the Ithaca College campus will not result in significant adverse environmental impacts relative to traffic,
historic/archaeological resources, slopes, wetlands/waterbodies, rare or endangered plant or animal species, or other natural resources. The
facilities have been designed to have minimal aesthetic and visual impact (per Town Code 270-219. L). There will be minimal grading involved
and all erosion control during construction will be in compliance with NYS and Town stormwater regulations. There will be no anticipated
noise or lighting impacts, and no anticipated short-term, long-term, or cumulative adverse environmental impacts associated with the project.
Regarding Part 1, number 13a, there is a NYS DEC-classified stream located more than 1,600 feet west of the property, in Buttermilk Falls State
Park. The proposal will have no impact on the stream.
Regarding Part 1, number 20, the remediation site listed is located across from the Ithaca College campus, at 950 Danby Road. It is the current
home of the South Hill Business Campus, formerly Axhiom/National Cash Register. The property required environmental remediation before it
was converted into the South Hill Business Campus in 2009. The proposal will have no impact on the remediation site.
